On the proposal of the President of the Tribunal, the nineteenth Meeting of States Parties decided in June 2009 that the amount of Euro784,136, corresponding to a part of the cash surplus for the financial period 2007-2008, would be surrendered and deducted from the assessed contributions of the States parties for 2010 (see SPLOS/203, para. 43).

In this regard, the Meeting authorized the Tribunal to use part of the cash surplus from the 2007-2008 budget to finance an additional appropriation required to implement the new salary system for the members of the Tribunal for the period from 1 July 2009 to 31 December 2010 (see SPLOS/200, para. 3).

Taking into account the decision of the nineteenth Meeting of States Parties to use part of the cash surplus to finance additional appropriations required for the new salary system of judges, the Tribunal decided that the amount of Euro1,913,700 would be surrendered to States parties and deducted from their contributions for 2011 and for earlier financial periods, where applicable.
