There are official documents which show that the leadership of the Armenian SSR endeavoured to exploit every opportunity and used a variety of means to drive many more Azerbijanis from Armenia than the original decision had provided for.

On 18 December 1997, the President of the Azerbaijan Republic, Mr. Heydar Aliyev, promulgated a decree concerning the mass deportation of Azerbaijanis from their historical and ethnic lands in the territory of the Armenian SSR between 1948 and 1953.

The first and most important proof of the aggressive actions of Armenia against Azerbaijan was the famous resolution adopted by the Parliament of Armenia as early as 1 December 1989 " on the reunification of the Armenian SSR and Nagorny Karabakh " , which, by the way, has not to this day been rescinded.
وكان أول وأهم برهان على ما ترتكبه أرمينيا من أعمال عدوان ضد أذربيجان القرار الشهير الصادر عن برلمان أرمينيا بتاريخ ١ كانون اﻷول/ديسمبر ١٩٨٩ بشأن " إعادة الوحدة بين جمهورية أرمينيا الاشتراكية السوفياتية وناغورني - كاراباخ " . ولم يلغ هذا القرار حتى اﻵن.

Thus, in addition to Zangezur, as a result of back-room deal making in various years of the Soviet Union's existence, Dilizhan, Geicha, several villages in Nakhichevan and lands in the Kedabek and Kazakh districts of Azerbaijan were " peacefully " transferred to the Armenian SSR.

1. At the end of 1987, the Soviet Socialist Republic of Armenia openly laid claim to the territory of the Nagorno-Karabakh (Daghlyq Garabagh) Autonomous Oblast of the Soviet Socialist Republic of Azerbaijan.

68. The Caucasian Bureau decided that " Nagorny Karabakh shall be included in the Soviet Socialist Republic of Armenia " and " the referendum shall be held only in Nagorny Karabakh, i.e. among the Armenians " .
