IDMC recommended to the Government to give adequate warning to civilians to allow them to leave areas of conflict prior to the start of military operations; to prevent the army from carrying out indiscriminate bombardment of villages; to provide adequate protection to IDP camps from threats by insurgents; and to ensure that all IDPs have access to shelter, food, water, education, medical care and livelihood opportunities.

The Representative of the Secretary-General on the human rights of internally displaced persons recommended that Azerbaijan, inter alia continue providing humanitarian assistance to the displaced and implementing plans to provide adequate housing solutions to all IDPs and locate newly-created settlements so as to guarantee the physical security of IDPs and avoid cutting them off from employment and other economic opportunities.

26. Providing information through community assemblies involving men, women and children of a certain age and maturity (or small but inclusive groups of representatives where large assemblies are not possible) may be one effective way to convey information directly to all IDPs and thereby avoid privileging certain individuals.
26- وتقديم المعلومات عن طريق الاجتماعات المجتمعية التي تضم الرجال والنساء والأطفال من عمر ودرجة نُضج مناسبيْن (أو صغار لكنهم يشملون مجموعات من الممثلين حيثما لا تكون الاجتماعات الكبيرة ممكنة) قد يكون من أحد الوسائل الفعالة لإيصال المعلومات بصورة مباشرة إلى جميع المشردين داخلياً وبذا يجري تجنُّب تفضيل بعض الأفراد.

37. Although all internally displaced persons faced vulnerabilities as a result of dislocation, participants recognized that some displaced persons were particularly vulnerable because of age, gender and disability.
37- ولو أن جميع المشردين داخلياً يواجهون صعوبات نتيجة للتفكك، سلَّم المشاركون بأن المشردين هم بشكل خاص، في حالة ضعف بسبب السن أو نوع الجنس أو العجز.

The Committee urges the State party to implement effectively, the Comprehensive Peace Agreement underlining the safe and sustainable return of all internally displaced persons (IDPs), particularly in mountain and hill districts where the environment has not been conducive to reintegration.
