The response to any request that might reasonably be expected to be of interest to other suppliers or contractors shall, without identifying the source of the request, be communicated to all suppliers or contractors to which the procuring entity provided the prequalification documents.
ويبلغ الرد على أي طلب يكون من المعقول توقع أن يكون موضع اهتمام من الموردين أو المقاولين اﻵخرين، دون تحديد لمصدر هذا الطلب، الى جميع الموردين أو المقاولين الذين قدمت لهم الجهة المشترية وثائق التأهيل.

The addendum shall be communicated promptly to all suppliers or contractors to which the procuring entity has provided the solicitation documents and shall be binding on those suppliers or contractors.
وترسل الاضافة على الفور إلى جميع الموردين أو المقاولين الذين زودتهم الجهة المشترية بوثائق التماس العطاءات، وتكون هذه الاضافة ملزمة ﻷولئك الموردين أو المقاولين.

(8) Following completion of negotiations, the procuring entity shall request all suppliers or contractors remaining in the proceedings to submit, by a specified date, a best and final offer with respect to all aspects of their proposals.
)٨( تطلب الجهة المشترية، بعد انتهاء المفاوضات، من جميع الموردين أو المقاولين الذين يظلون في اﻹجراءات أن يقدموا، في موعد لا يتجاوز تاريخا معينا، أحسن عرض نهائي لديهم فيما يتعلق بجميع جوانب اقتراحاتهم.

)٨( بعد انتهاء المفاوضات، تطلب الجهة المشترية من جميع الموردين أو المقاولين الذين يظلون في اﻹجراءات أن يقدموا، في موعد لا يتجاوز تاريخا معينا، أحسن عرض نهائي لديهم فيما يتعلق بجميع جوانب اقتراحاتهم.

Concern was expressed that the proposed terms and suggested alternatives implied that dialogue was conducted at the same time with all suppliers or contractors, which would presuppose that different procurement officials or negotiating committees composed of different procurement officials were engaged in dialogues.
وأعرب عن القلق من أن المصطلحات المقترحة والبدائل المشار إليها تعني ضمناً أن يُجرى الحوار مع جميع الموردين أو المقاولين في آن واحد، ما يقتضي ضمنا أن يشترك في الحوار مسؤولو اشتراء مختلفون أو لجان تفاوضية مكونة من مسؤولي اشتراء.

(3) Any requirement established pursuant to this article shall be set forth in the prequalification documents, if any, and in the solicitation documents or other documents for solicitation of proposals, offers or quotations, and shall apply equally to all suppliers or contractors.
)٣( يتعين إدراج أي شرط يفرض بموجب هذه المادة في وثائق التأهيل، إن وجدت، وفي وثائق التماس العطــاءات أو غيرها من وثائق التماس الاقتراحـات أو العروض أو عروض اﻷسعار، ويطبق دون تمييز على جميع الموردين أو المقاولين.

(3) Notice of the rejection of all tenders, proposals, offers or quotations shall be given promptly to all suppliers or contractors that submitted tenders, proposals, offers or quotations.
)٣( يرسل اﻹخطار برفض جميع العطاءات أو الاقتراحات أو العروض أو عروض اﻷسعار، على الفور، إلى جميع الموردين أو المقاولين الذين قدموا عطاءات أو اقتراحات أو عروضا أو عروض أسعار.
