809. Enumerated below are the legislative and executive issuances enacted to improve all aspects of environmental and industrial hygiene.

97. The Government is trying to promote better health by improving all aspects of environmental and industrial hygiene in the following ways:

181. The International Covenant on Economic, Social and Cultural Rights recognizes that to achieve the full realization of the right to health it is necessary to ensure the improvement of all aspects of environmental and industrial hygiene.
١٨١- ويعترف العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية بأن من الضروري، لتحقيق اﻹعمال الكامل للحق في الصحة، العمل على تحسين جميع جوانب الصحة البيئية والصناعية.

For example, article 12 of the International Covenant on Economic, Social and Cultural Rights, recognizing the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, provides that States should take steps for " the improvement of all aspects of environmental and industrial hygiene " .
فعلى سبيل المثال، تنص المادة 12 من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، والتي تعترف بحق كل إنسان في التمتع بأعلى مستوى من الصحة الجسمية والعقلية يمكن بلوغه، على ضرورة أن تتخذ الدول التدابير التي من شأنها " تحسين جميع جوانب الصحة البيئية والصناعية " .

(e) The Environmental Protection and Pollution Control Act, chapter 204, of the Laws of Zambia provides for improvement of all aspects of environmental and industrial hygiene under the Covenant and provides for the protection of the environment and the control of pollution in respect of water, air, pesticides and toxic substances, wastes including hazardous wastes, noise and ionizing radiation.

Paragraph 2 (b) of the same article lists " the improvement of all aspects of environmental and industrial hygiene " as one of the steps to be taken by States parties to achieve the full realization of the right, thereby further reinforcing the link between the right to health and environmental issues.

Article 12 (2) (b) also provides in the context of the right to health that States parties must take steps to improve " all aspects of environmental and industrial hygiene " .
كذلك تنص الفقرة (2)(ب) من المادة 12 في سياق الحق في الصحة على أنه يجب على الدول الأطراف أن تتخذ الخطوات اللازمة لتحسين " جميع جوانب الصحة البيئية والصناعية " .

26. In other words, under the International Covenant on Economic, Social and Cultural Rights (article 12), States are required to take steps to achieve the full realization of health, including maternal, child and reproductive health; the improvement of all aspects of environmental and industrial hygiene; and the prevention, treatment and control of diseases.

Similarly, article 12, paragraph 2 (b) of the International Covenant on Economic, Social and Cultural Rights provides that the steps Parties must take to achieve the full realization of the right to health " shall include those necessary for ... the improvement of all aspects of environmental and industrial hygiene " .
وبالمثل، فإن الفقرة 2(ب) من المادة 12 من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية تنصّ على أن الخطوات التي يجب على الأطراف اتخاذها لإعمال الحق في الصحة على النحو الكامل " يتعين أن تتضمن التدابير اللازمة لتحسين جميع جوانب الصحة البيئية والصناعية " .

With respect to the right to health, the International Covenant on Economic, Social and Cultural Rights (art. 12, para. 2(b)) provides that the steps to be taken by States to achieve the full realization of that right " shall include those necessary for... the improvement of all aspects of environmental and industrial hygiene " .
49- وفيما يتعلق بالحق في الصحة، ينص العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية (الفقرة 2(ب) من المادة 12) على أن الخطوات التي يتعين على الدول اتخاذها تحقيقاً للإعمال الكامل لذلك الحق " تشمل ... التدابير اللازمة من أجل ... تحسين جميع جوانب الصحة البيئية والصناعية " .

The Committee has interpreted the phrase " the improvement of all aspects of environmental and industrial hygiene " in article 12.2(b) to include " the prevention and reduction of the population's exposure to harmful substances such as radiation and harmful chemicals or other detrimental environmental conditions that directly or indirectly impact upon human health " (para. 15).
فقد فسرت اللجنة عبارات " تحسين جميع جوانب الصحة البيئية والصناعية " الواردة في الفقرة 2(ب) من المادة 12 من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية على أنها تشمل وقاية السكان والحد من تعرضهم للمواد الضارة، مثل الأشعة والمواد الكيميائية الضارة أو غير ذلك من الظروف البيئية المؤذية التي تؤثر بصورة مباشرة أو غير مباشرة على صحة الإنسان " (الفقرة 15).
