17. Paragraph 1 of article 11 set out the requirement of respect for the will of the person concerned where such person was qualified to acquire the nationality of two or several States concerned.
17 - وتنص الفقرة 1 من المادة 11 على وجوب احترام إرادة الشخص المعني عندما يكون ذلك الشخص مؤهلا لاكتساب جنسية دولتين اثنتين أو عدة من الدول المعنية.

The right of option 1. Without prejudice to their policy in the matter of multiple nationality, the States concerned should give consideration to the will of a person concerned whenever that person is equally qualified, either in whole or in part, to acquire the nationality of two or several States concerned.
١ - تراعي الدول المعنية، دون اﻹخلال بسياستها في مسألة تعدد الجنسية، إرادة الشخص المعني، إذا كان يحق لذلك الشخص أيضا، كليا أو جزئيا، اكتساب جنسية دولتين أو عدة دول من الدول المعنية.

With regard to draft article 11, there was a proposal to precede paragraph 1 by a provision obliging the States concerned to take unilateral and collective measures to create conditions under which persons eligible to acquire the nationality of two or more States concerned could express their will freely.
206 - وفيما يتعلق بمشروع المادة 11، طُرح اقتراح بأن يُدرج قبل الفقرة 1 حكم يلزم الدول المعنية باتخاذ تدابير انفرادية وجماعية لتهيئة الأوضاع التي يتمكن في ظلها الأشخاص المؤهلون لاكتساب جنسية دولتين أو أكثر من الدول المعنية من التعبير عن إرادتهم بحرية.

To prevent giving this false impression, a second change should be made in paragraph 1, which would then read as follows: “If under article 22 the nationality of two or more successor States is attributable to persons concerned, those States shall grant a right of option to those persons.”
ولتجنب هذا الانطباع الخاطئ، ينبغي إدخال تغيير ثان على الفقرة ١، التي سيصبح نصها عندئذ كما يلي: إذا كان في اﻹمكان إعطاء اﻷشخاص المعنيين جنسية دولتين أو أكثر من الدول الخلف بموجب المادة ٢٢، فإن تلك الدول تمنح حق الخيار ﻷولئك اﻷشخاص " .
