It is my delegation’s prayer that the occupation of southern Lebanon and the western Bekaa will soon be consigned to the pages of history and that Lebanon’s sovereignty over that part of its territory will be restored.
ويتوجــه وفــدي بالدعاء لكي يصبح احتلال جنوب لبنان وبقاعه الغربي في القريب العاجل مجرد صفحة من صفحات التاريخ، وأن يستعيد لبنان سيادته على ذلك الجزء من أراضيه.

1. Deplores the continued Israeli violation of human rights in the occupied zone in southern Lebanon and the western Bekaa, demonstrated in particular by the kidnapping and the arbitrary detention of civilians, the destruction of their dwellings, the confiscation of their property, their expulsion from their land, the bombing of villages and civilian areas, and other practices violating human rights;
١- تشجب الانتهاكات الاسرائيلية المستمرة لحقوق اﻹنسان في المنطقة المحتلة من جنوب لبنان وبقاعه الغربي المتمثلة بالخطف والاعتقال التعسفي للسكان المدنيين، وتدمير مساكنهم، ومصادرة ممتلكاتهم، وطردهم من أراضيهم، وقصف القرى والمناطق المدنية اﻵمنة، وغير ذلك من الممارسات التي تنتهك حقوق اﻹنسان،

6. To monitor the implementation of paragraph 6 of resolution 6156, adopted by the Ministerial-level Council of the League of Arab States at its one hundred and seventeenth session on 10 March 2002, on the financing of development projects in southern Lebanon and the western Bekaa;
6 - متابعة تنفيذ البند (6) من القرار رقم 6156 الصادر عن الدورة (117) بتاريخ 10 آذار/مارس 2002 الخاص بتمويل مشاريع إنمائية في جنوب لبنان وبقاعه الغربي.

7. Decides to continue its consideration of the situation of human rights in southern Lebanon and western Bekaa at its fifty-seventh session.
7- تقرر مواصلة النظر في حالة حقوق الإنسان في جنوب لبنان وبقاعه الغربي في دورتها السابعة والخمسين.

We are confident that an Israeli withdrawal from southern Lebanon and western Bekaa will represent the first step on the road to enhancing confidence, reducing tensions, achieving more stability and even establishing peace between Lebanon and Israel within the framework of a comprehensive peace in the region.
ومصر على ثقة من أن الانسحاب اﻹسرائيلي من جنوب لبنان وبقاعه الغربي سيكون الخطوة اﻷولى على طريق تعزيز الثقة وخفض حدة التوتر، والتوصل إلى مزيد من الاستقرار، بل والتمهيد ﻹقرار السلام بين لبنان وإسرائيل في إطار السلام الشامل بالمنطقة.

Deplores the continued Israeli violations of human rights in the occupied zone in southern Lebanon and West Bekaa, demonstrated in particular by the abduction and arbitrary detention of civilians, the destruction of their dwellings, the confiscation of their property, their expulsion from their land, the bombing of peaceful villages and civilian areas, and other practices violating human rights;
١- تشجب الانتهاكات الاسرائيلية المستمرة لحقوق اﻹنسان في المنطقة المحتلة من جنوب لبنان وبقاعه الغربي المتمثلة بالخطف والاعتقال التعسفي للسكان المدنيين، وتدمير مساكنهم، ومصادرة ممتلكاتهم، وطردهم من أراضيهم، وقصف القرى والمناطق المدنية اﻵمنة، وغير ذلك من الممارسات التي تنتهك حقوق اﻹنسان؛

1. Expresses anew its congratulations and appreciation to the President, government and people of the Republic of Lebanon, and commends the valiant Lebanese resistance as well as the admirable Lebanese steadfastness which repelled the Israeli forces from the South of Lebanon and the Western Bekaa.
1 - يجدد التهنئة والتقدير إلى الجمهورية اللبنانية رئيسا وحكومة وشعباً ويشيد بدور المقاومة اللبنانية الباسلة، وبالصمود اللبناني الرائع الذي أدى إلى اندحار القوات الإسرائيلية من جنوب لبنان وبقاعه الغربي.

15. The leaders support Lebanon in seeking, by all legitimate means, to complete the liberation of its territory from Israeli occupation up to its internationally recognized boundaries, including the Shab`a farmlands. They commend the role of the valiant Lebanese resistance and the splendid Lebanese steadfastness that brought about the rout of the Israeli forces from southern Lebanon and the western Bekaa.
15 - يؤكد القادة على دعم لبنان لاستكمال تحرير أراضيه من الاحتلال الإسرائيلي حتى حدوده المعترف بها دوليا بما في ذلك مزارع شبعا، وذلك بشتى الوسائل المشروعة، ويشيدون بدور المقاومة اللبنانية الباسلة وبالصمود اللبناني الرائع الذي أدى إلى اندحار القوات الإسرائيلية من جنوب لبنان وبقاعه الغربي.

6. To monitor the implementation of paragraph 7 of resolution 6115, adopted by the Ministerial-level Council of the League of Arab States on 10 September 2001 at its one hundred and sixteenth regular session, on the financing of development projects in southern Lebanon and the western Bekaa;
6 - متابعة تنفيذ البند (7) من القرار رقم 6115 الصادر عن الدورة العادية (116) بتاريخ 10 أيلول/سبتمبر 2001 الخاص بتمويل مشاريع إنمائية في جنوب لبنان وبقاعه الغربي.

The Israeli withdrawal came in the wake of 22 years of continued refusal to comply with Security Council resolutions 425 (1978) and 426 (1978), which called upon Israel to withdraw immediately and unconditionally from southern Lebanon and the western Bekaa to the internationally recognized borders, with strict respect for the territorial integrity, sovereignty and political independence of Lebanon.
جاء انسحاب إسرائيل بعد أن استمرت على مدى الاثنتين والعشرين سنة الماضية في رفض تطبيق القرارين 425 (1978) و 426 (1978) اللذين طالباها بالانسحاب الفوري وغير المشروط من جنوب لبنان وبقاعه الغربي حتى الحدود المعترف بها دوليا، وفي إطار الاحترام الدقيق لاستقلال لبنان وسيادته ووحدة أراضيه.

The Council affirmed that a just and comprehensive peace in the Middle East could only be achieved with the full withdrawal of Israel from all occupied Arab territory, including the occupied Syrian Arab Golan Heights, to the boundary lines of 4 June 1967 and from southern Lebanon and the western Bekaa, in accordance with Security Council resolutions 425 (1978) and 426 (1978), without restrictions or conditions.
وأكد المجلس اﻷعلى على أن السلام الشامل والعادل، في الشرق اﻷوسط، لن يتحقق أو يكتمل إلا بالانسحاب اﻹسرائيلي الكامل من كافة اﻷراضي العربية المحتلة، بما في ذلك مرتفعات الجولان السورية العربية المحتلة، إلى خط الحدود القائمة في الرابع من حزيران/يونيه ١٩٦٧، ومن جنوب لبنان وبقاعه الغربي وفقا لقراري مجلس اﻷمن ٤٢٥ )١٩٧٨( و ٤٢٦ )١٩٧٨(، دون قيد أو شرط.

For such a choice to be realistic and supported by the people, it requires full Israeli withdrawal from the occupied Syrian Golan to the line of 4 June 1967, as well as from southern Lebanon and the western Bekaa, in implementation of Security Council resolution 425 (1978). It must guarantee the legitimate national rights of the Palestinian people, including those to self-determination and their own independent State.
ولكي يكون هذا الخيار واقعيا ومؤيـــدا من الشعب، فإنه يتطلب انسحاب إسرائيل التام من الجولان السوري المحتل إلى خط الرابع من حزيران/يونيـــه عام ١٩٦٧، ومن جنوب لبنان وبقاعه الغربي تنفيذا لقــرار مجلس اﻷمن ٤٢٥ )١٩٧٨(، وضمان الحقوق الوطنيــة المشروعة للشعب الفلسطيني، بما فيها حقه في تقرير المصير وإقامة دولته المستقلة.

1- تشجب الانتهاكات الإسرائيلية المستمرة لحقوق الإنسان في المنطقة المحتلة من جنوب لبنان وبقاعه الغربي والمتمثلة بالخطف والاعتقال التعسفي للمواطنين اللبنانيين، وتدمير مساكنهم، ومصادرة ممتلكاتهم، وطردهم من أراضيهم، وقصف القرى والمناطق المدنية، وغير ذلك من الممارسات التي تنتهك حقوق الإنسان؛

The only solution that can lead to a just and comprehensive peace in the Middle East is a complete and unconditional Israeli withdrawal from all the occupied Arab territories, including the Syrian Arab Golan Heights, to the line of 4 June 1967, as well as from southern Lebanon and western Bekaa, in accordance with Security Council resolutions 425 (1978) and 426 (1978).
وإننا نصر بأن الحل الوحيد الذي يمكن أن يقودنا إلى سلام عادل وشامل في منطقة الشرق اﻷوسط هو الانسحاب اﻹسرائيلي الكامل من كافة اﻷراضي العربية المحتلة بما في ذلك الانسحاب من مرتفعات الجولان السورية العربية المحتلة إلى خط الحدود القائمة في الرابع من حزيران/يونيه ١٩٦٧. وكذلك من جنوب لبنان وبقاعه الغربي وفقا لقراري مجلس اﻷمن ٤٢٥ )١٩٧٨( و ٤٢٦ )١٩٧٨( دون قيد أو شرط.
