On 17 December 2008, in consultations of the whole, the Council heard a briefing from the Special Envoy of the Secretary-General for the Lord's Resistance Army-affected areas, the former President of Mozambique, Joaquim Chissano.
في 17 كانون الأول/ديسمبر 2008، في مشاورات المجلس بكامل هيئته، استمع المجلس إلى إحاطة من جواكيم شيسانو المبعوث الخاص للأمين العام للمناطق المتضررة من جيش الرب للمقاومة، الرئيس السابق لموزامبيق.

Six key protocols were signed in February, following talks mediated by the Government of Southern Sudan and facilitated by my Special Envoy for the Lord's Resistance Army-affected areas, the former President of Mozambique, Joaquim Chissano, together with several observers including the African Union guarantors.
ووُقّعت ستة بروتوكولات رئيسية في شباط/فبراير بعد محادثات اضطلعت حكومة جنوب السودان بدور الوساطة فيها ويسّر إجراءها مبعوثي الخاص المعني بالمناطق المتضررة من جيش الرب للمقاومة ورئيس موزامبيق السابق جواكيم شيسانو وعدة مراقبين بمن فيهم مقدمو الضمانات من الاتحاد الأفريقي.

I wish to conclude by referring to what President Joaquim Chissano stated during the general debate: " Today we are building self-confidence around Africa and creating the necessary conditions for sustainable development " (A/59/PV.4, p. 6): principally, peace, stability and good political, economic and corporate governance.
وأود أن أختتم كلمتي بالإشارة إلى ما صرح به الرئيس جواكيم شيسانو أثناء المناقشة العامة: " واليوم، نعمل على بناء ثقتنا الذاتية في جميع أنحاء أفريقيا ونهيئ الظروف اللازمة للتنمية المستدامة " . (A/59/PV.4، الصفحة 7): وبصورة أساسية السلام والاستقرار والحكم الرشيد السياسي والاقتصادي وفي الشركات.

Last year, the annual Ibrahim Index of African governance, produced by my foundation, showed that governance had improved in two-thirds of African countries. And if we look at politicians such as Joaquim Chissano, the former president of Mozambique, or Festus Mogae, the former president of Botswana, as well as men like Kofi Annan and Nelson Mandela, the high caliber of African leadership is obvious.

It is encouraging that Mozambique has returned to a state of normalcy following the signing, on 4 October 1992, of an agreement that made possible the initiation of United Nations operations there. At the political level, President Joaquim Chissano and the leader of RENAMO met on 23 August 1993, thus confirming their determination to put an end to the instability that their country has been experiencing for several decades.
وفي موزامبيق، فإن موريتانيا تسجل بارتياح عودة اﻷمور إلى مجراها الطبيعي منذ المصادقة على اتفاقية ٤ تشرين اﻷول/أكتوبر ١٩٩٢، حيث بدأت عملية اﻷمم المتحدة للسلام وتم، على الصعيد السياسي لقاء بين الرئيس جواكيم شيسانو وقائد حركة رينامو في ٢٣ آب/أغسطس ١٩٩٣، مما يؤكد عزمهما على وضع حد لحالة عدم الاستقرار التي عرفتها هذه البلاد منذ عقود من الزمن.
