In compliance with article 19, the Law of Georgia on Normative Acts, the following order of precedence is legally valid:

- Law of Georgia on the Export and Import of Weapons, Military Equipment and Dual-Use Materials;
- قانون جورجيا المتعلق بتصدير واستيراد الأسلحة والمعدات العسكرية والمواد ذات الاستخدام المزدوج؛

Owing to the fact that the Law of Georgia on Refugees was not in compliance with the Convention relating to the Status of Refugees, a draft law on refugees and humanitarian status was elaborated by the Ministry in line with international standards and conventions.
فنظرا إلى أن قانون جورجيا المتعلق باللاجئين لم يكن ممتثلا لأحكام الاتفاقية المتعلقة بمركز اللاجئين، صاغت الوزارة مشروع قانون بشأن اللاجئين والمركز الإنساني وفقا للمعايير والاتفاقيات الدولية.

These acts complied with the law of Georgia on assembly and demonstrations, which allows any gathering for expression of views provided this action does not hamper traffic, obstruct access to public objects or block streets.
فتلك الأعمال تتمثل لقانون جورجيا المتعلق بالتجمع وتنظيم المظاهرات الذي يجيز تنظيم أي تجمع للإعراب عن الآراء شريطة ألا يعرقل ذلك السير والوصول إلى الأماكن العمومية أو يسد الشوارع.

Importantly, the Ministry of Interior of Georgia remains committed to enforcing the law of Georgia on assembly and demonstrations so as not to allow any gathering and demonstration within 20 meters of diplomatic premises.
والمهم أن وزارة الداخلية الجورجية تظل ملتزمة بإنفاذ قانون جورجيا المتعلق بالتجمع وتنظيم المظاهرات لكي تحول دون تنظيم أي تجمع أو مظاهرة على بعد 20 مترا من البعثات الدبلوماسية.

Besides, under the same law, the Law of Georgia on Normative Acts and the Constitution of Georgia, the international agreement to which Georgia is a party prevails over other laws to the extent it does not contravene the Constitution of Georgia.

In the period of 2004-2006 following laws have been prepared and in Georgia: the Law of Georgia on the Elimination of Domestic Violence, Protection and Assistance of the Victims of Violence, the Law on Combating Human Trafficking.

We consider, that the comprehensive legislative package is needed, which will include law of Georgia on fighting illegal money legalization and an Act on the changes in Criminal Code of Georgia, as well as normative acts in connection with their implementation.

Regarding the amendment of Georgia's legislation on assemblies and manifestations, the delegation brought to the attention of the Human Rights Council the fact that the Constitutional Court had recently reviewed the Law of Georgia on Assemblies and Manifestation and repealed norms restricting the enjoyment of freedoms of assembly and demonstrations because they were incompatible with the Constitution.
