The first Anti-Dumping Code was negotiated in the Kennedy Round, and the second in the Tokyo Round. and brings about a number of methodological and procedural changes. Amongst the most important are those relating to the clarification of methods to be used in calculating dumping margins.

To tackle the problem of tariff peaks and the excessively high tariffs resulting from tariffication, agreement on the use of a tariff-cutting formula with a tariff-harmonizing effect (for example the " Swiss formula " used during the Tokyo Round) might be the best option from the perspective of developing countries.

Thus, the common perception inherited from the Tokyo Round, until the establishment of WTO, of the ADA as the rich man's trade remedy is rapidly changing since many developing countries have become active users of anti-dumping investigations in respect not only of developed countries but also of other developing countries and, in extreme cases, least developed countries (LDCs).
فالمفهوم الشائع الموروث عن جولة طوكيو لاتفاق مكافحة الإغراق بأنه الإجراء العلاجي الذي يلجأ إليه الغني في مجال التجارة، والذي ظل قائماً إلى أن أنشئت منظمة التجارة العالمية، مفهوم يتغير بسرعة لأن عدداً كبيراً من البلدان النامية أصبح يلجأ إلى إجراء تحقيقات في تدابير مكافحة الإغراق لا بصدد بلدان متقدمة فحسب، بل وبصدد بلدان نامية أخرى أيضاً، وفي حالات قصوى بصدد بلدان من أقل البلدان نمواً.
