15. 43. As previously reported, during the second round of talks in Tehran and in response to the Agency's request, Iran provided the Agency with an initial declaration in connection with the issues identified in Section C of the annex to the Director General's November 2011 report (GOV/2011/65).

In this connection, the Committee recalls paragraph 9 of annex I to General Assembly resolution 41/213 of 19 December 1986 and paragraphs 3 and 6 of section C of the annex to Assembly resolution 42/211 concerning the need to provide indications of alternatives should the amount in the contingency fund be insufficient to cover the total financial implications contained in the statements of programme budget implications and revised estimates.

It is my intention to retain the voting procedure involving the grouping of draft resolutions by clusters, using as a basis the agreed seven clusters mentioned in the letter from the Chairman of the First Committee to the President of the Assembly at its fifty-ninth session, pursuant to paragraph 3 of section C of the annex to resolution 58/316, on " Further measures for the revitalization of the work of the General Assembly " .
