1. This is the second comprehensive report on the situation of human rights in Bosnia and Herzegovina, the Republic of Croatia and the Federal Republic of Yugoslavia submitted by the Special Rapporteur of the Commission on Human Rights, Mr. Jiri Dienstbier.

The active role of international NGOs in working to improve the human rights situation in Bosnia and Herzegovina is also to be commended.

19. Decides to extend for one year the mandate of the Special Representative of the Commission to examine the situation of human rights in Bosnia and Herzegovina and the Federal Republic of Yugoslavia;
19- تقرر تمديد ولاية الممثل الخاص للجنة لمدة سنة واحدة لبحث حالة حقوق الإنسان في البوسنة والهرسك وجمهورية يوغوسلافيا الاتحادية؛

Reporting on the situation of human rights in Bosnia and Herzegovina requires assessment in the light of the international human rights standards set by the United Nations, rather than the situation as it was at the signing of the Peace Agreement, a tall order indeed.
وتقديم تقرير عن حالة حقوق الإنسان في البوسنة والهرسك يتطلب تقييما في ضوء معايير حقوق الإنسان الدولية التي حددتها الأمم المتحدة، وليس تقييم الوضع كما كان وقت التوقيع على اتفاق السلام، وهذا مطلب عسير فعلاً.

Pursuant to Commission resolution 2001/12, as approved by Economic and Social Council decision 2001/219, the mandate of the Special Representative of the Commission to examine the situation of human rights in Bosnia and Herzegovina and the Federal Republic of Yugoslavia was established.

Introduction 1. This is the second report submitted by José Cutileiro, Special Representative of the Commission on Human Rights to examine the situation of human rights in Bosnia and Herzegovina and the Federal Republic of Yugoslavia, who was appointed in June 2001, following the adoption of Commission resolution 2001/12.
1- هذا هو التقرير الثاني الذي يقدمه خوسيه كوتيليرو، الممثل الخاص للجنة حقوق الإنسان المعني بدراسة حالة حقوق الإنسان في البوسنة والهرسك وفي جمهورية يوغوسلافيا السابقة، الذي عُيِّن في حزيران/يونيه 2001، عقب اتخاذ قرار اللجنة 2001/12.

40. Requests the Chairperson of the Commission to appoint for one year a special representative of the Commission with a mandate to examine the situation of human rights in Bosnia and Herzegovina and the Federal Republic of Yugoslavia; in reporting on the human rights situation in Kosovo, the Special Representative should:
40- ترجو من رئيس اللجنة أن يُعَيِّن، لمدة سنة واحدة، ممثلاً خاصا للجنة يُكََلَّف بدراسة حالة حقوق الإنسان في البوسنة والهرسك وجمهورية يوغوسلافيا الاتحادية؛ وينبغي للممثل الخاص، عند إعداد تقاريره عن حالة حقوق الإنسان في كوسوفو:

(a) To request the Chairperson of the Commission to appoint for one year a special representative of the Commission with a mandate to examine the situation of human rights in Bosnia and Herzegovina and the Federal Republic of Yugoslavia; in reporting on the human rights situation in Kosovo, the Special Representative should:
(أ) أن ترجو من رئيسها أن يُعَيِّن، لمدة سنة واحدة، ممثلاً خاصا للجنة يُكََلَّف بدراسة حالة حقوق الإنسان في البوسنة والهرسك وجمهورية يوغوسلافيا الاتحادية؛ وينبغي للممثل الخاص، عند إعداد تقاريره عن حالة حقوق الإنسان في كوسوفو:

In the light of the circumstances, the Republic of Croatia expects that these achievements and the continuing progress on its part should act as a pertinent benchmark to be adequately and appropriately reflected in the report of the Special Rapporteur of the Commission on Human Rights on the situation of human rights in Bosnia and Herzegovina, the Republic of Croatia and the Federal Republic of Yugoslavia (Serbia and Montenegro).
وفي ضوء هذه الظروف، تتوقع جمهورية كرواتيا أن تكون الإنجازات والتقدم المستمر من جانبها بمثابة معيار وثيق الصلة بالموضوع لكي يعبر عنه بصورة كافية وملائمة في تقرير المقرر الخاص للجنة حقوق الإنسان عن حالة حقوق الإنسان في البوسنة والهرسك، وجمهورية كرواتيا وجمهورية يوغوسلافيا الاتحادية (صربيا والجبل الأسود).

The European Union would continue to monitor the human rights situation in Bosnia and Herzegovina, Croatia and the Federal Republic of Yugoslavia.
وسيواصل الاتحاد اﻷوربي رصد حالة حقوق اﻹنسان في البوسنة والهرسك، وكرواتيا وجمهورية يوغوسلافيا الاتحادية.

The true test of the impact which these organisations will have on the human rights situation in Bosnia and Herzegovina, however, has not yet occurred.

During the reporting period, the Office assisted the Special Rapporteur, Jiri Dienstbier, in drafting his first report to the General Assembly on the human rights situation in Bosnia and Herzegovina.
وخلال الفترة المشمولة بالتقرير، ساعدت المفوضية جيري دينستبير، المقرر الخاص، في إعداد تقريره اﻷول المقد إلى الجمعية العامة بشأن حالة حقوق اﻹنسان في البوسنة والهرسك.

It is clear that any further improvement in the human rights situation in Bosnia and Herzegovina will require not only the restructuring of the local police in both entities, but also the reform of the judiciary.
ومن الواضح أن أي تحسن آخر في حالة حقوق اﻹنسان في البوسنة والهرسك سيتطلب ليس فقط إعادة هيكلة الشرطة المحلية في كلا الكيانين، بل أيضا إصلاح القضاء.

31. In article XIII of annex 6 to the Peace Agreement, the parties invite a number of organizations to monitor the human rights situation in Bosnia and Herzegovina.
٣١ - في المادة الثامنة من المرفق ٦ من اتفاق السلام تدعو اﻷطراف المنظمات الى رصد حالة حقوق اﻹنسان في البوسنة والهرسك.

31. The Council had before it a report on the state of human rights in Bosnia and Herzegovina from the Office of the High Representative.
