It is therefore essential that the concept and the practice of peace become a real culture so as to enable societies and individuals to develop and enrich themselves through their cultural diversity.
والميثاق التأسيسي لمنظمة الأمم المتحدة للتربية والعلم والثقافة ينص صراحة على أنه " لما كانت الحروب تتولد في عقول البشر، ففي عقولهم يجب أن تبنى حصون السلام " ولذلك من الضروري أن يصبح مفهوم السلام وممارسة السلام ثقافة حقيقية حتى تتمكن المجتمعات والأفراد من تطوير وإثراء أنفسها من خلال تنوعها الثقافي.

3 - وإذ يلاحظ استمرار عدد مفرط من الصراعات والتوترات الداخلية والمشاكل الوطنية في العالم في نهاية القرن العشرين بذريعة استفحال المشاعر القومية أو العنصرية أو الاستبعاد العرقي أو الديني، يتبنى مفهوم اليونسكو القائل بأنه " لما كانت الحروب تتولد في عقول البشر ففي عقولهم يجب أن تبنى حصون السلام " ؛

١ - إذ يذكر بالرسالة اﻷولى لليونسكو، وهي بناء حصون السلام في عقول البشر عن طريق التعاون الدولي في مجال التربية والعلم والثقافة والاتصال؛

50. A culture of peace is not only an aim, an ultimate goal to be achieved. It is also a comprehensive process of institutional transformation and long-term action to construct the defences of peace in the minds of men and women.
