100. At the 31st meeting, on 25 August 1999, the Chairperson, on behalf of the SubCommission, made a statement concerning the situation of human rights in Mexico.

4.13 With regard to the documentation on the general situation in Mexico, the State party declares that the PRRA officer studied a number of the reports on the situation of human rights in Mexico and concluded, inter alia, that " corruption and abuse of the justice system are widespread " .

31. The Advisory Group recommended US$ 40,000 for the travel and daily allowances of 30 indigenous participants to attend a human rights training seminar for indigenous peoples, to be organized in cooperation with the Mexico Desk of the Activities and Programmes Branch at OHCHR, as a component of a wider programme to promote human rights in Mexico.

The source recalls that in its 1998 report the Inter-American Commission on Human Rights (IACHR) already warned about the misleading interpretation in Mexican case law of the principle of procedural immediacy in respect of acts of torture and ill-treatment (see the IACHR report on the situation of human rights in Mexico [OEA/SER.L/V/II/100], paras. 309 to 315).
27- ويذكّر المصدر بأن لجنة البلدان الأمريكية لحقوق الإنسان قد نبّهت بالفعل في تقريرها الصادر عام 1998 لما يشكله التفسير القانوني المكسيكي لمبدأ سرعة الإجراءات من حافز على ارتكاب ممارسات التعذيب وإساءة المعاملة (انظر تقرير لجنة البلدان الأمريكية لحقوق الإنسان المتعلق بحالة حقوق الإنسان في المكسيك [OEA/SER.L/V/II/100]، الفقرات من 309 إلى 315).

It also recommends that the State party extend the competence of the National and State Human Rights Commissions to include considering alleged violations of labour rights, and to implement the recommendations concerning trade union freedom contained in the " Diagnosis on the human rights situation in Mexico " elaborated by the office of the United Nations High Commissioner for human rights in Mexico.
كما توصي الدولة الطرف بتوسيع اختصاص اللجنة الوطنية ولجان الولايات لحقوق الإنسان كي تشمل النظر في الادعاءات المتعلقة بانتهاكات حقوق العمل، وتنفيذ التوصيات المتعلقة بالحرية النقابية المدرجة في الدراسة التي أعدها مكتب المفوضية السامية لحقوق الإنسان في المكسيك بعنوان " تشخيص حالة حقوق الإنسان في المكسيك " .

61. OHCHR-Mexico contributes inter alia to promoting legislative reforms and the rights of women and indigenous peoples; strengthening judicial protection of human rights; conducting local human rights diagnoses and plans of action; and supporting the implementation of the recommendations of the Diagnosis of the state of human rights in Mexico and the National Human Rights Programme.
61- يساهم مكتب مفوضية حقوق الإنسان في المكسيك في أعمال من بينها تعزيز الإصلاحات التشريعية وحقوق المرأة والشعوب الأصلية؛ وتدعيم الحماية القضائية لحقوق الإنسان؛ ووضع تشخيصات وخطط عمل محلية بشأن حقوق الإنسان؛ ودعم تنفيذ التوصيات الواردة في تشخيص حالة حقوق الإنسان في المكسيك وفي البرنامج الوطني لحقوق الإنسان(129).
