The General Assembly had requested the Commission on Human Rights to continue to give attention to the violation of the right to self-determination resulting from foreign military intervention, aggression or occupation.
والجمعية العامة طالبت لجنة حقوق اﻹنسان بأن تواصل توجيه اهتمامها نحو انتهاك الحق في تقرير المصير، وذلك بفعل تدخل أو عدوان أو احتلال من طرف عسكري أجنبي.

I appeal to you and to all members of the Commission on Human Rights, that the Commission immediately condemn the NATO aggression against the Federal Republic of Yugoslavia and ask for the immediate cessation of this aggression.
إنني أناشدكم وأناشد جميع أعضاء لجنة حقوق الإنسان بأن تعمد اللجنة على الفور إلى إدانة عدوان الناتو على جمهورية يوغوسلافيا الاتحادية، وطلب الوقف الفوري لهذا العدوان.

ويوصي المقرر الخاص لجنة حقوق اﻹنسان بأن تحث جميع أطراف النزاع على بدء مفاوضات بشأن توسيع الممرات اﻵمنة الموجودة بغية تقليل تدفق اللاجئين السودانيين الى البلدان المجاورة؛

He therefore proposed that, in order to save time and to be able to favourably respond to the request of the Commission on Human Rights to conclude the drafting of the protocol before the tenth anniversary of the Convention on the Rights of the Child, the working group should avoid reopening a general debate and should concentrate on drafting issues.
ولذلك فقد اقترح، توفيراً للوقت وليتيسر الاستجابة لطلب لجنة حقوق اﻹنسان بأن توضع الصيغة النهائية لمشروع البروتوكول الاختياري قبل الذكرى السنوية العاشرة لاعتماد اتفاقية حقوق الطفل، أن يتجنب الفريق العامل اعادة فتح باب المناقشة العامة وأن يركز على قضايا الصياغة.

It recommended to the Commission on Human Rights to consider at its fifty-second session the establishment of an open-ended working group to draft a third optional protocol to the International Covenant on Civil and Political Rights aiming at guaranteeing under all circumstances the right to a fair trial and a remedy.
وأوصت لجنة حقوق اﻹنسان بأن تنظر في دورتها الثانية والخمسين في إنشاء فريق عامل مفتوح العضوية لصياغة بروتوكول اختياري ثالث للعهد الدولي الخاص بالحقوق المدنية والسياسية يهدف إلى أن يكفل في جميع الظروف الحق في محاكمة عادلة وسبيل انتصاف.

Taking note of the recommendation of the Subcommission on Prevention of Discrimination and Protection of Minorities to the Commission on Human Rights to examine at its fifty-first session the possibility of convening a world conference on the elimination of racism, racial and ethnic discrimination, xenophobia and other related contemporary forms of intolerance, to take place in 1997,
وإذ تحيط علما بتوصية اللجنة الفرعية لمنع التمييز وحماية اﻷقليات الى لجنة حقوق اﻹنسان بأن تدرس في دورتها الحادية والخمسين إمكانية عقد مؤتمر عالمي للقضاء على العنصرية والتمييز العنصري والعرقي وكراهية اﻷجانب وما يتصل بذلك من أشكال التعصب المعاصرة، في عام ١٩٩٧،

Ms. BUSTELO GARCIA DEL REAL suggested that it would be useful for the representative of the Centre for Human Rights to be informed that the Committee had decided to ask Rwanda for a special report on the situation of women's human rights in that country.
١٤ - السيدة بوستيلو غارسيا دل ريال: قالت إن من المفيد إبلاغ ممثل مركز حقوق اﻹنسان بأن اللجنة قررت أن تطلب من رواندا تقديم تقرير خاص عن حالة حقوق المرأة كإنسان في ذلك البلد.

20. In view of the foregoing, the Group recommends to the Commission on Human Rights to suspend for the time being any further meetings of the Group of Three, without prejudice to any subsequent reactivation of the monitoring mechanism of the Convention.
٠٢ - ونظرا لما تقدم، يوصي الفريق لجنة حقوق اﻹنسان بأن تعلﱢق، في الوقت الحاضر، أي اجتماعات أخرى للفريق الثلاثي، دون المساس بأي تنشيط لاحق ﻵلية رصد الاتفاقية.

19. In view of the foregoing, the Group recommended to the Commission on Human Rights to suspend any further meetings of the Group of Three, without prejudice to any subsequent reactivation of the monitoring mechanism of the Convention.
٩١- ونظرا لما تقدم، أوصى الفريق لجنة حقوق اﻹنسان بأن تعلق أي اجتماعات أخرى للفريق الثلاثي، دون المساس بأي تنشيط لاحق ﻵلية رصد الاتفاقية.

It may be recalled that the Sub-Commission, in its resolution 1987/32 drew the particular attention of the Commission on Human Rights to the recommendation of the Working Group on Contemporary Forms of Slavery that the Commission should try and prevail upon all Government to nominate more women for election to the Sub-Commission.
وتجدر اﻹشارة إلى أن اللجنة الفرعية كانت قد استرعت انتباه لجنة حقوق اﻹنسان بوجه خاص، في قرارها ٧٨٩١/٢٣، إلى توصية الفريق العامل المعني بأشكال الرق المعاصرة للجنة حقوق اﻹنسان بأن تحاول هذه اﻷخيرة إقناع جميع الحكومات بترشيح مزيد من النساء لانتخابهن في اللجنة الفرعية.

1. Authorizes an open-ended working group of the Commission on Human Rights to meet for a period of one week prior to the fifty-third session of the Commission in order to continue work on the elaboration of a draft declaration on the right and responsibility of individuals, groups and organs of society to promote and protect universally recognized human rights and fundamental freedoms;
١ - يأذن لفريق عامل مفتوح العضوية تابع للجنة حقوق اﻹنسان بأن يجتمع لفترة أسبوع واحد قبل انعقاد الدورة الثالثة والخمسين للجنة، كي يواصل عمله في إعداد مشروع إعلان بشأن حق ومسؤولية اﻷفراد والجماعات وهيئات المجتمع في تعزيز وحماية حقوق اﻹنسان والحريات اﻷساسية المعترف بها عالميا؛

The Special Rapporteur also recommends to the Working Group on Minorities of the Sub-Commission on the Promotion and Protection of Human Rights that it decide, in light of international law, the interpretation that should be given to the notion of minorities in the context of the Treaty of Lausanne, and in particular that it identify the communities covered by the Treaty.
كما يوصي المقرر الخاص الفريق العامل المعني بالأقليات التابع للجنة الفرعية لتعزيز وحماية حقوق الإنسان بأن يحدد من واقع القانون الدولي التفسير الواجب إعطاؤه لمفهوم الأقليات في إطار معاهدة لوزان، أي أن يحدد، بوجه خاص، الطوائف المستهدفة.

The group recommends that the Human Rights Council continue the process of review in accordance with the time frames and indicators for assessing implementation developed by the group.
ويوصي الفريق مجلس حقوق الإنسان بأن يواصل عملية الاستعراض وفقاً للأُطُر الزمنية والمؤشرات التي حددها الفريق من أجل تقييم عملية التنفيذ.

Portugal asked how Japan intended to follow up on the recommendation of the Human Rights Committee that Japan take measures towards abolishing the death penalty and that, in the meantime, the penalty should be limited to the most serious crimes.
وتساءلت البرتغال عن الطريقة التي تعتزم اليابان اتباعها لمتابعة توصية لجنة حقوق الإنسان بأن تتخذ اليابان تدابير لإلغاء عقوبة الإعدام، على أن يقتصر في غضون ذلك تنفيذ هذه العقوبة على أخطر الجرائم.

After examining the working paper, the Sub-Commission adopted resolution 1997/39 on 28 August 1997, in which it expressed its deep appreciation to Ms. Koufa for her analytical, very comprehensive and well-documented paper, and recommended that the Commission on Human Rights authorize her appointment as Special Rapporteur to conduct a comprehensive study on terrorism and human rights on the basis of her working paper.
وبعد مناقشـة ورقـة العمل هذه، اعتمدت اللجنة الفرعية القـرار 1997/39 المؤرخ 28 آب/أغسطس 1997 الذي أعربت فيه عن تقديرها البالغ للسيدة كوفا لقيامها بإعداد ورقة العمل التحليلية والشاملة للغاية والموثقة توثيقا جيداً، وأوصت لجنة حقوق الإنسان بأن تأذن بتعيينها مقررة خاصة بغية إجراء دراسة شاملة عن الإرهاب وحقوق الإنسان بالاستناد إلى ورقة العمل التي قدمتها.

HRW recommended that Member States of the HRC should strongly urge the government to reform the visa sponsorship system so that workers' visas are no longer tied to individual sponsors, and workers are able to transfer employment or leave the country at will.
وأوصت منظمة رصد حقوق الإنسان الدول الأعضاء في مجلس حقوق الإنسان بأن تحث الحكومة بقوة على إصلاح نظام منح التأشيرة على أساس الكفالة كي لا تعود تأشيرات العمال مرتبطة بفرادى الكافلين، فيمكنهم تغيير العمل أو مغادرة البلد متى شاؤوا(75).
