These efforts include consultations between the Secretary-General's Special Envoy for Georgia and his Deputy with the Abkhaz authorities on a programme for the protection and promotion of human rights in Abkhazia.

15. The recently established United Nations office for the protection and promotion of human rights in Abkhazia has begun its work and the Abkhaz authorities have shown readiness to work with it.

13. As part of my efforts to find ways of improving the observance of human rights in the region, my Special Envoy and his Deputy have taken the initiative to hold consultations with the Abkhaz authorities on a programme for the protection and promotion of human rights in Abkhazia.
١٣ - كجزء من جهودي الرامية الى إيجاد طرق لتحسين احترام حقوق اﻹنسان في المنطقة، بادر مبعوثي الخاص ونائبه بإجراء مشاورات مع السلطات اﻷبخازية بشأن وضع برنامج الحماية وتعزيز حقوق اﻹنسان في أبخازيا.

2. It will be recalled that in my report of 15 April 1996 (S/1996/284, para. 21), I informed the Security Council that the Abkhaz authorities had given their agreement to the idea of a programme for the protection and promotion of human rights in Abkhazia.

In paragraph 10 of its resolution 1036 (1996) of 12 January 1996, the Council expressed its full support for the elaboration of a concrete programme for the protection and promotion of human rights in Abkhazia.
وأعرب المجلس، في الفقرة ١٠ من قراره ١٠٣٦ )١٩٩٦( المؤرخ ١٢ كانون الثاني/يناير ١٩٩٦، عن تأييده التام لصياغة برنامج محدد لحماية وتعزيز حقوق اﻹنسان في أبخازيا.

637. In its resolution 1036 (1996) of 12 January, the Security Council expressed its full support for the elaboration of a concrete programme for the protection and promotion of human rights in Abkhazia, Georgia, as described in my report of 2 January, and called upon the Abkhaz authorities to cooperate fully with efforts to that end.
٦٣٧ - وقــد أعــرب مجلـس اﻷمـن في قراره ١٠٣٦ )١٩٩٦( المؤرخ ١٢ كانون الثاني/يناير، عن تأييده الكامل لوضع برنامج محدد لحماية وتعزيز حقوق اﻹنسان في أبخازيا وجورجيا، على النحو المبين في تقريري المؤرخ ٢ كانون الثاني/يناير، ودعا السلطات اﻷبخازية إلى التعاون بالكامل مع الجهود الرامية إلى تحقيق ذلك.

1. In my report of 1 July 1996 to the Security Council (S/1996/507), I indicated in paragraph 46 that the financial implications of the implementation of the programme for the protection and promotion of human rights in Abkhazia and for the arrangements being made to deal with the mine threat in the mission area would be issued as an addendum to that document.
١ - أشرت، في الفقرة ٤٦ من تقريري الى مجلس اﻷمن المؤرخ ١ تموز/يوليه ١٩٩٦ (S/1996/507) الى أنه ستصدر إضافة لهذه الوثيقة تتناول اﻵثار المالية المترتبة على تنفيذ برنامج حماية وتعزيز حقوق اﻹنسان في أبخازيا والبرنامج المتعلق بالترتيبات التي يتم اتخاذها للتصدي لخطر اﻷلغام في منطقة البعثة.

17. As I informed the Council in my previous report, the interested parties have agreed to a programme for the protection and promotion of human rights in Abkhazia (see S/1996/264, annex I). This is to be carried out by the United Nations High Commissioner for Human Rights, in cooperation with OSCE.
١٧ - كما أبلغت المجلس في تقريري السابق، وافقت اﻷطراف المهتمة على برنامج يهدف الى حماية وتعزيز حقوق اﻹنسان في أبخازيا )انظر الوثيقة S/1996/264، المرفق اﻷول(. وسيتولى تنفيذ هذا المشروع مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان، بالتعاون مع منظمة اﻷمن والتعاون في أوروبا.

In operative paragraph 13 of the same resolution, the Council expressed " its full support for the implementation of a concrete programme for the protection and promotion of human rights in Abkhazia, Georgia " , and requested me " to report to the Council by 15 August 1996 on possible arrangements for the establishment of a human rights office in Sukhumi " .
