Several Member States recalled that, for years, international discourse focused on the perpetrators of terrorist acts and the human rights of victims of abusive counter-terrorism measures. In this connection, many delegations welcomed the fact that the panel discussion was specifically dedicated to the issue of human rights of victims of terrorism.
