Every citizen shall have the right to participate in the political, economic, social and cultural life of the country, as regulated by law.
لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية وينظم القانون ذلك.

Article 42: " Every citizen has the right to participate in political, economic, social and cultural life. The State shall guarantee freedom of thought and expression of opinion in speech, writing and photography within limits of the law " .
مادة ٤٢: لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية وتكفل الدولة حرية الفكر والإعراب عن الرأي بالقول والكتابة والتصوير في حدود القانون.

The right to freedom of opinion and expression is guaranteed under the Constitution in accordance with article 41 thereof, which provides: " All citizens have the right to participate in political, economic, social and cultural life.
146- إن الحق في حرية الرأي والتعبير مكفول في الدستور وفقاً لما جاء في المادة 41 منه التي تنص على أن: " لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية.

Article 42 also stipulates that citizens have the right to participate in political, economic, social and cultural life and article 43 guarantees the right to vote, stand as an electoral candidate and express an opinion by referendum. It also emphasizes that women are the sisters of men and have rights and duties guaranteed by the Shariah and stipulated in law, as stated in article 31.
كما نصت المادة 42 منه على حق الإسهام للمواطنين في الحياة السياسية والاقتصادية والاجتماعية والثقافية، وكفلت المادة 43 حق الانتخاب والترشيح وإبداء الرأي في الاستفتاء، كما أكد على أن النساء شقائق الرجال لهن من الحقوق وعليهن من الواجبات ما تكفله الشريعة وينص عليه القانون كما جاء في المادة 31 منه.

Every citizen has the right to participate in political, economic, social and cultural life. The law regulates the exercise of this right (art. 26).
- لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية وينظم القانون ذلك المادة (٢٦).

These social values are reflected in the Republic's Constitution, article 25 of which stipulates that citizens are equal before the law in regard to their rights and obligations and every citizen has the right to participate in political, economic, social and cultural life, this right being regulated by law.
41- وقد عكس دستور الجمهورية قيم المجتمع السوري ودعم المفاهيم المنصوص عليها في العهد حيث جاء في المادة 25 منه " المواطنون متساوون أمام القانون في الحقوق والواجبات " و " لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية وينظم القانون ذلك " .

Every citizen has the right to participate in political, economic, social and cultural life. The State shall guarantee freedom of thought and expression of opinion in speech, writing and images within the bounds of the law (art. 42).
(لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية، وتكفل الدولة حرية الفكر والإعراب عن الرأي بالقول والكتابة والتصوير في حدود القانون). المادة [42].

" (1) The States Parties to this Convention undertake to facilitate, and have the right to participate in, the fullest possible exchange of equipment, materials and scientific and technological information for the use of bacteriological (biological) agents and toxins for peaceful purposes.
" (1) تتعهد الدول الأطراف في هذه الاتفاقية بتيسير أوسع تبادل ممكن للمعدات والمواد والمعلومات العلمية والتكنولوجية ذات الصلة باستعمال العوامل البكتريولوجية (البيولوجية) والتكسينات في الأغراض السلمية، ولها حق الإسهام في هذا التبادل.

The Syrian Constitution affirms the right of citizens to political participation in several of its articles. Article 26, for instance, provides that: " Every citizen shall have the right to participate in the political, economic social and cultural life of the country, as regulated by law. "
يؤكد الدستور السوري في عدد من مواده على حق المواطنين في المشاركة السياسية وهذا ما نجده في: المادة /26/ التي تنص على ( لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية، وينظم القانون ذلك).

16. Article 41 of the Constitution therefore stipulates that: " All citizens are equal in regard to their public rights and duties. " Article 42 further stipulates that: " Every citizen shall have the right to participate in political, economic, social and cultural life ... " .
16- ولذلك نجد أن المادة 41 من الدستور قد نصت " المواطنون جميعهم متساوون في الحقوق والواجبات العامة " كما نصت المادة 42 بأنه " لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية ... "

86. Article 42 of the Yemeni Constitution affirms that: " Every citizen shall have the right to participate in political, economic, social and cultural life. The State shall guarantee freedom of thought and freedom to express opinions, orally, in writing or pictorially, within the limits of the law. "
٨٦- أكدت المادة ٤٢ من الدستور اليمني على أن " لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية، وتكفل الدولة حرية الفكر والإعراب عن الرأي بالقول والكتابة والتصوير في حدود القانون " .

125. Article 26 of the Constitution of the Syrian Arab Republic provides that: " Every citizen has the right to participate in political, economic, social and cultural life, as regulated by law. " Article 27 provides that: " Citizens exercise their rights and enjoy their freedoms in accordance with the law. "
125- تنص المادة السادسة والعشرون من دستور الجمهورية العربية السورية على أن " لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية وينظم القانون ذلك " ، وتنص المادة السابعة والعشرون على أن " يمارس المواطنون حقوقهم ويتمتعون بحرياتهم وفقاً للقانون " .

275. In Syria, freedom of expression is safeguarded and conscience constitutes the only form of censorship of freedom of thought. Every citizen has the right to participate in political, economic, social and cultural life (art. 26 of the Constitution) since Syria has a press association known as the " Journalists' Federation " .
275- إن حرية التعبير في سورية مصانة ولا يوجد رقابة على حرية الفكر سوى رقـابة الضمير، ولكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية (المادة 26 من الدستور) حيث يوجد في سورية هيئة خاصة بالصحفيين وهو " اتحاد الصحفيين " .

3. The Article X constitutes one of the pillars of the Biological Weapons Convention which stipulates " The States Parties to this Convention undertake to facilitate, and have the right to participate in, the fullest possible exchange of equipment, materials and scientific and technological information for the use of bacteriological (biological) agents and toxins for peaceful purposes.
3- وتشكل المادة العاشرة أحد أركان اتفاقية الأسلحة البيولوجية حيث تنص على أن " تتعهد الدول الأطراف في هذه الاتفاقية بتيسير أوسع تبادل ممكن للمعدات والمواد والمعلومات العلمية والتكنولوجية ذات الصلة باستعمال العوامل البكتريولوجية (البيولوجية) والتكسينات في الأغراض السلمية، ولها حق الإسهام في هذا التبادل.

15. Liberty is a sacred right and the State has an obligation to safeguard the personal liberty, dignity and security of its citizens (art. 25, para. 1). The rule of law is a fundamental principle in society and the State (art. 25, para. 2). All citizens are equal before the law in regard to their rights and obligations (art. 25, para. 3). Every citizen has the right to participate in political, economic, social and cultural life (art. 26).
15- الحرية حق مقدس وتكفل الدولة للمواطنين حريتهم الشخصية وتحافظ على كرامتهم وأمنهم (المادة 25 الفقرة 1)، وسيادة القانون مبدأ أساسي في المجتمع والدولة (المادة 25 الفقرة 2)، والمواطنون متساوون أمام القانون في الحقوق والواجبات (المادة 25، الفقرة 3)، ولكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية (المادة 26).

The personal freedom of citizens is protected as a sacred right (art. 25) and the right to participate in political, economic, social and cultural life is guaranteed, as regulated by law (art. 26). In accordance with the Constitution, the State also safeguards freedom of belief and guarantees the freedom to perform all religious observances, provided that public order is not thereby prejudiced (art. 35).
ويقوم بحماية حرية المواطنين الشخصية باعتبارها حقاً مقدساً (المادة 25)، ويضمن لكل مواطن حق الإسهام في الحياة السياسية والاقتصادية والاجتماعية والثقافية، وينظم القانون ذلك في (المادة 26)، كما تصون الدولة وفقاً للدستور حرية الاعتقاد وتكفل حرية القيام بجميع الشعائر الدينية على أن لا يخل ذلك بالنظام العام (المادة 35).

(v) The Conference recalls once again that the States Parties have a legal obligation to facilitate and have the right to participate in the fullest possible exchange of equipment, materials and scientific and technological information for the use of bacteriological (biological) agents and toxins for peaceful purposes and not to hamper the economic and technological development of States Parties.
`5` ويعيد المؤتمر إلى الأذهان مجدداً أن الدول الأطراف عليها التزام قانوني بتيسير أوسع تبادل ممكن للمعدات والمواد والمعلومات العلمية والتكنولوجية ذات الصلة باستعمال العوامل البكتريولوجية (البيولوجية) والتكسينات في الأغراض السلمية، وأن هذه الدول لها حق الإسهام في هذا التبادل، وعليها التزام بعدم إعاقة التنمية الاقتصادية والتكنولوجية للدول الأطراف.
