Paragraph 2 of article 14 provides for the possibility to establish or indicate a body within the national legal order which is competent to receive and consider petitions from individuals and groups of individuals who claim to be victims of a violation of any of the rights set forth in the Convention and who have exhausted other available local remedies.

Firstly, counsel argues that the Preamble to the Optional Protocol as well as its articles 1 and 2 all state that the Protocol gives competence to the Committee to receive and consider communications from individuals subject to the jurisdiction of a State party who claim to be victims of a violation by the State party of any of the rights set forth in the Covenant.
فيبين، بادئ ذي بدء، أن ديباجة البروتوكول الاختياري ومادتيه 1 و2 تنص كافة على أن البروتوكول يخول اللجنة صلاحية استلام ومعالجة البلاغات المقدمة من الأفراد الخاضعين لولاية الدولة الطرف والذين يدعون أنهم ضحايا انتهاك تلك الدولة لأي حق من الحقوق المقررة في العهد.

The Committee recalls that, under article 1 of the Optional Protocol, a State party recognizes the competence of the Committee to consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant.

510. The Committee suggests that the State party consider making the declaration under article 14, paragraph 1, of the Convention recognizing the competence of the Committee to receive and consider communications from individuals or groups of individuals within its jurisdiction claiming to be victims of a violation of any of the rights set forth in the Convention.

5. Azerbaijan has recognized the competence of all human rights treaty monitoring bodies to receive and consider communications from individuals or groups of individuals subject to its jurisdiction who claim to be victims of a violation of any of the rights set forth in the relevant human rights instruments.
5 - وأقرت أذربيجان بصلاحية جميع هيئات رصد معاهدات حقوق الإنسان في تلقّي رسائل من أفراد أو جماعات من الأفراد يخضعون لولايتها القانونية ويدعون أنهم ضحايا انتهاك حق من الحقوق المقررة في صكوك حقوق الإنسان ذات الصلة، والنظر في تلك الرسائل.

4. Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4- وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

4. Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4 - وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

The Committee further invited Germany, taking into account statements to that effect by the World Conference on Human Rights, to make the declaration under article 14 of the Convention recognizing the competence of the Committee to receive and consider communications from individuals or groups of individuals within its jurisdiction claiming to be victims of a violation of any of the rights set forth in the Convention.
٤٥١ - كذلك قامت اللجنة، وهي تضع في اعتبارها البيانات التي أصدرها بهذا المعنى المؤتمر العالمي لحقوق الانسان، بدعوة ألمانيا الى اصدار اعلان بموجب المادة ١٤ من الاتفاقية يعترف باختصاص اللجنة في تلقي ونظر الرسائل المقدمة من اﻷفراد أو من جماعات اﻷفراد الداخلين في ولاية ألمانيا الذين يدعون أنهم ضحايا أي انتهاك ﻷي حق من الحقوق المقررة في الاتفاقية.

Furthermore, a growing number of States have incorporated the International Convention on the Elimination of All Forms of Racial Discrimination into their domestic law, and have recognized the competence of the Committee on the Elimination of Racial Discrimination to receive and consider communications from individuals or groups of individuals claiming to be victims of a violation by the State of any of the rights set forth in the Convention.

5.1 By adhering to the Optional Protocol, a State party to the Covenant recognizes the competence of the Human Rights Committee to receive and consider communications from individuals claiming to be victims of violations of any of the rights set forth in the Covenant
5-1 تعترف كل دولة طرف في العهد، بانضمامها إلى البروتوكول الاختياري، باختصاص اللجنة المعنية بحقوق الإنسان باستلام ونظر البلاغات المقدمة من الأفراد الذين يدعون أنهم ضحايا انتهاك أي حق من الحقوق المقررة في العهد (الديباجة والمادة 1).

But the Committee is also empowered, under the first Optional Protocol to the Covenant and subject to the admissibility criteria which the Protocol lays down in articles 2, 3 and 5, to receive and consider communications from individuals subject to the jurisdiction of a State party who claim to be victims of a violation by that State of any of the rights set forth in the Covenant.
