65. Although a declaration to the effect that gross and massive violations of human rights perpetrated on the orders of Governments or sanctioned by them are international crimes would not solve these problems, it could facilitate their solution.

The Commission at its fifty—first session, in decision 1995/111, requested the Sub-Commission, bearing in mind the work of the other United Nations bodies on the issue, to reconsider its recommendation to appoint a Special Rapporteur to prepare a report on the recognition of gross and large—scale violations of human rights, perpetrated on the orders of Governments or sanctioned by them, as an international crime.
٦- وفي المقرر ٥٩٩١/١١١ الذي اعتمدته لجنة حقوق اﻹنسان في دورتها الحادية والخمسين، طلبت اللجنة من اللجنة الفرعية القيام، واضعة في اعتبارها أعمال هيئات اﻷمم المتحدة اﻷخرى بشأن هذه المسألة، بإعادة النظر في توصيتها بتعيين مقرر خاص ﻹعداد تقرير عن الاعتراف بالانتهاكات الجسيمة والواسعة النطاق لحقوق اﻹنسان التي تُرتكب بناء على أوامر من حكومات أو بإذنها بوصفها جريمة دولية.

In its resolutions 1993/30, 1994/28 and 1995/22, the Sub—Commission decided to recommend that the Commission on Human Rights appoint Mr. Chernichenko as Special Rapporteur to prepare a report entitled “Recognition of gross and large—scale violations of human rights perpetrated on the orders of Governments or sanctioned by them as an international crime”.
191- وقررت اللجنة الفرعية في قراراتها 1993/30 و1994/28 و1995/22 توصية لجنة حقوق الإنسان بتعيين السيد تشيرنيشنكو مقرراً خاصاً لإعداد تقرير عنوانه " الاعتراف بالانتهاكات الجسيمة والجماعية لحقوق الإنسان التي ترتكب بناء على أوامر من حكومات أو بإذنها بوصفها جريمة دولية " .

At its fifty-first session, the Commission on Human Rights, in its decision 1995/111, requested the Sub-Commission, bearing in mind the work of the other United Nations bodies on that issue, to reconsider its recommendation to appoint a special rapporteur to prepare a report on the recognition of gross and large-scale violations of human rights, perpetrated on the orders of Governments or sanctioned by them, as an international crime.
٩٧١- وطلبت لجنة حقوق اﻹنسان، في مقررها ٥٩٩١/١١١ الذي اعتمدته في دورتها الحادية والخمسين، إلى اللجنة الفرعية أن تقوم، واضعة في اعتبارها أعمال هيئات اﻷمم المتحدة اﻷخرى بشأن تلك المسألة، بإعادة النظر في توصيتها بتعيين مقرر خاص ﻹعداد تقرير عن الاعتراف بالانتهاكات الجسيمة والجماعية لحقوق اﻹنسان التي ترتكب بناء على أوامر من حكومات أو بإذنها بوصفها جريمة دولية.

Following a short discussion, the Sub-Commission, in resolution 1993/30, expressed its appreciation to Mr. Chernichenko for that working paper and decided to recommend to the Commission on Human Rights his appointment as Special Rapporteur to prepare a report entitled “Recognition of gross and large—scale violations of human rights perpetrated on the orders of Governments or sanctioned by them as an international crime”.
وعقب إجراء مناقشة قصيرة، أعربت اللجنة الفرعية في قرارها ٣٩٩١/٠٣ عن تقديرها للسيد تشيرنيشنكو لقيامه بإعداد ورقة العمل وقررت أن توصي لجنة حقوق اﻹنسان بتعيينه مقررا خاصا ﻹعداد تقرير بعنوان " الاعتراف بالانتهاكات الجسيمة والواسعة النطاق لحقوق اﻹنسان التي تُرتكب بناء على أوامر من حكومات أو بإذنها بوصفها جريمة دولية " .
