إذ يأخذ في الاعتبار فقدان ثاني أكبر بحيرة للمياه العذبة في العالم في حوض بحر الآرال والعواقب الخطيرة لاستمرار الجفاف في بحر الأرال الذي يؤدي إلى تغيير المناخ في نصف الكرة الشمالي وخاصة في قارة آسيا،

Such status was necessary to institutionalize the joint efforts on mitigating problems caused by socio-economic and ecological crises in the Aral Sea basin.
وهذا المركز ضروري لإضفاء الطابع المؤسسي على الجهود المشتركة المبذولة لتخفيف آثار المشاكل الناجمة عن الأزمات الاجتماعية - الاقتصادية والإيكولوجية في حوض بحر الآرال.

Taking into consideration the extremely difficult situation in the Aral Sea basin where the world community during the last decades practically lost the second largest freshwater lake in the world as well as in Semipalatinsk region which has been the largest nuclear tests site in the world;

28. The Subregional Action Programme to Combat Desertification in the Aral Sea basin was endorsed by a multi-stakeholder grouping from the Parties of the subregion.
28- وأقر تجمع أصحاب المصلحة المتعددين من الأطراف من المنطقة دون الإقليمية برنامج العمل دون الإقليمي لمكافحة التصحر في حوض بحر الآرال.

Over those twenty years, the Fund -- an organization established through the efforts of all five States of the region -- has served to substantially enhance international relations in the region, strengthen regional cooperation, resolve complex water management problems and improve ecological and socioeconomic conditions in the Aral Sea basin.
وطوال تلك السنوات العشرين، فإن الصندوق - وهو منظمة جاءت ثمرة جهود جميع بلدان المنطقة الخمسة، قد أسهم في إقامة علاقات جديدة نوعياً بين دول المنطقة، وفي تعزيز التعاون الإقليمي، وحل مشاكل إدارة المياه المعقدة، وتحسين الوضع البيئي والاجتماعي - الاقتصادي في حوض بحر الآرال.

Phase 1 of a large-scale national project on Syrdarya River control and northern Aral Sea conservation was carried out in the Kazakh part of the Aral Sea region as part of the Aral Sea basin Programme at a cost of over $100 million.
ونُفِّذت المرحلة الأولى من مشروع وطني واسع النطاق لرصد نهر سيرداريا وحفظ المنطقة الشمالية من بحر الآرال في الجزء الكازاخستاني من منطقة بحر الآرال في إطار برنامج حوض بحر الآرال بتكلفة تزيد على 100 مليون دولار.

During this period, Uzbekistan, as the chair of the Fund, is committed to coordinating cooperation at the national and international levels in order to use existing water resources more effectively and to improve the environmental and socioeconomic situation in the Aral Sea basin.
وخلال هذه الفترة، تلتزم أوزبكستان، بوصفها رئيسا للصندوق، بتنسيق التعاون على الصعيدين الوطني والدولي من أجل استخدام الموارد المائية المتاحة بفعالية أكبر، ومن أجل تحسين الوضع البيئي والحالة الاجتماعية - الاقتصادية في منطقة حوض بحر الآرال.

2. The Parties express their readiness to further refine the organizational structure and the treaty basis and legal basis of the International Fund for Saving the Aral Sea, with the aim of making its action more effective and increasing its cooperation with financial institutions and donors for the purpose of implementing projects and programmes connected with addressing the problems of the Aral Sea basin;

6. The Parties confirm that the constructive discussions held in Almaty in a spirit of openness and mutual understanding have made a substantial contribution to furthering the traditional neighbourly links and mutually advantageous collaboration among the founding nations of the International Fund for Saving the Aral Sea to address the problems of the Aral Sea basin;
6 - تشدّد الأطراف على أن المحادثات البناءة التي أجريت في ألماتي في جو من الشفافية والتفاهم قد أسهمت إسهاما كبيرا في تحقيق المزيد من التطور في علاقات الجوار الودية العريقة، والتعاون لتحقيق المنفعة المتبادلة بين الدول المؤسِّسة للصندوق على حل المشاكل التي يعاني منها حوض بحر الآرال.

With the support and cooperation of the World Bank, the United Nations Development Programme, the United Nations Children's Fund, the United States Agency for International Development and other international organizations and foreign States, a number of projects aimed at tackling environmental issues and fostering socioeconomic development have been carried out in the Kazakh part of the Aral Sea basin.
