٣٣ - وأعربت عن انزعاج وفدها للتفسير الضيق والتقييدي لعبارة " قاعدة قانونية " في الدليل، واقترحت إما إعادة صياغة الفقرة ١ من المادة ٥ بحيث تصبح العبارة غير ضرورية، على نحو ما اقترحه الاتحاد الروسي، أو الاستعاضة عن عبارة " حيثما تشترط أية قاعدة قانونية " بعبارة " حيثما يشترط القانون " .
