The provision of adequate sexual and reproductive health services and information for young people was also of great importance as young people were particularly vulnerable, especially to HIV/AIDS and other sexually transmissible diseases, whose incidence amongst 15- to 19-year-olds was increasing.

UNFPA country offices had been called upon to respond rapidly to emergency/crisis situations resulting from war, civil strife and/or natural disasters. She underscored that UNFPA had made considerable progress in the area of ensuring that refugees and displaced persons had access to basic reproductive health services and information.

Thus, increased emphasis is being placed on the following themes and issues: adopting a reproductive health approach; increasing the role and responsibility of men in reproductive health and family life; expanding reproductive health services and information for youth and adolescents; ensuring women's empowerment and the gender perspective; and expanding partnerships with non-governmental organizations.

While welcoming the information provided by the State party that sexual and reproductive health and rights are now taught as a mandatory subject in primary, secondary and vocational schools, it is concerned at the lack of information available on measures taken to increase access to contraceptives and to reproductive health services and information, particularly in relation to marginalized communities (arts. 3 and 12).

(e) Guarantee the sexual and reproductive health and rights of girls by ensuring universal access to youth-friendly sexual and reproductive health services and information, as well as comprehensive sexuality education, that address harmful gender norms and violence against women and provide skills-building for healthy living, relationships and social participation on the basis of gender equality and respect for human rights;

(b) Eliminate punitive laws, including those that criminalize sex work, same-sex sexual conduct, abortion, personal conduct during pregnancy, HIV exposure and transmission, consensual adult sexual conduct outside of marriage, adolescent sexuality and the provision of sexual and reproductive health services and information;
