The CIREFCA Concerted Plan of Action had been born of the desire of the countries of the region to find concerted solutions involving all the persons and parties concerned.
ولاحظ أن خطة العمل المنسقة للمؤتمر قد نشأت عن رغبة بلدان المنطقة في ايجاد حلول منسقة بمشاركة جميع اﻷطراف واﻷشخاص المعنيين.

It has been agreed that, as of August 1993, Mexico will chair the Follow-up Committee for the final phase of the CIREFCA Concerted Plan of Action.

IV. FOLLOW-UP OF THE Concerted Plan of Action
رابعا - متابعة خطة العمل المنسقة

Noting with satisfaction the efforts made, throughout the five-year duration of the CIREFCA Concerted Plan of Action, by the Central American countries, Belize and Mexico, to find lasting solutions to the problems of refugees, returnees and displaced persons, in accordance with respect for fundamental principles of International Protection and human rights,
واذ تلاحظ بارتياح الجهود التي بذلتها بلدان أمريكا الوسطى، وبليز والمكسيك، طوال اﻷعوام الخمسة التي استغرقتها خطة العمل المنسقة للمؤتمر الدولي المعني بلاجئي أمريكا الوسطى، ﻹيجاد حلول دائمة لمشاكل اللاجئين والعائدين والنازحين، وفقا للمبادئ اﻷساسية للحماية الدولية وحقوق الانسان،

Noting with satisfaction the efforts being made by the Central American countries, Belize and Mexico to find lasting solutions to the problems of the refugees, returnees and displaced persons in implementing the aims and objectives of the Concerted Plan of Action as an integral part of efforts to achieve a firm and lasting peace and democratization of the region,

Recognizing that the extension of the duration of the Concerted Plan of Action of the Conference until May 1994 has enabled substantial progress to be made in the efforts to achieve the proposed objectives and aims,

2. The Concerted Plan of Action in favour of Central American Refugees, Returnees and Displaced Persons, adopted at the International Conference on Central American Refugees (CIREFCA), held at Guatemala City from 29 to 31 May 1989 (see A/44/527 and Corr.1 and 2, annex), is now it its fifth and final year.
٢ - أدركت خطة العمل المنسقة لصالح اللاجئين والعائدين والمشردين من أبناء أمريكا الوسطى، التي أقرها المؤتمر الدولي المعني باللاجئين في أمريكا الوسطى أثناء انعقاده في مدينة غواتيمالا في الفترة من ٢٩ الى ٣١ أيار/مايو ١٩٨٩، سنتها الخامسة واﻷخيرة )انظر A/44/527 و Corr.1 و 2، المرفق(.

The conclusion on CIREFCA adopted by the Executive Committee (A/AC.96/804, para. 28) welcomed the outcome of the Second International Meeting and, in particular, the decision taken on that occasion to extend the duration of the CIREFCA Concerted Plan of Action (A/44/527 and Corr.1, annex) for an additional two years to May 1994.
ورحب الاستنتاج المتعلق بالمؤتمر الدولي الذي اعتمدته اللجنة التنفيذية )A/AC.96/804، الفقرة ٨٢( بنتيجة الاجتماع الدولي الثاني وبوجه خاص بالمقرر الذي اتخذ بهذه المناسبة بمد أجل خطة العمل المنسقة للمؤتمر )A/44/527 وCorr.1، المرفق( لمدة سنتين أخريين حتى أيار/مايو ٤٩٩١.

Taking into account that the extension until May 1994 of the duration of the CIREFCA Concerted Plan of Action enables considerable progress in the consolidation of indispensable objective conditions to ensure the successful reintegration of returnees and internally displaced populations into their communities of origin or resettlement, as well as the integration of refugees in countries of asylum,
وإذ تضع في اعتبارها أن تمديد فترة خطة العمل المنسقة للمؤتمر الدولي المعني بلاجئي أمريكا الوسطى حتى أيار/مايو ٤٩٩١ سيتيح إحراز تقدم كبير في تعزيز الظروف الموضوعية اللازمة لنجاح إعادة ادماج العائدين والسكان المشردين داخليا في المجتمعات القائمة في بلد المنشأ أو إعادة التوطين، وأيضا اندماج اللاجئين في بلدان اللجوء،
