ثانيا - تنفيذ خطة اﻷمم المتحدة لحفظ السلم

" Further noting that the implementation of the United Nations peace-keeping plan will facilitate the task of the Conference on Yugoslavia in reaching a political settlement,
" وإذ يلاحظ كذلك أن من شأن تنفيذ خطة اﻷمم المتحدة لحفظ السلم أن ييسر مهمة المؤتمر المعني بيوغوسلافيا في التوصل إلى تسوية سلمية،

" 5. Expresses its concern that the United Nations peace-keeping plan has not yet been fully and unconditionally accepted by all in Yugoslavia on whose cooperation its success depends;
" ٥ - يعرب عن قلقه ﻷن خطة اﻷمم المتحدة لحفظ السلم لم تُقبل بعد، على النحو التام ودون شرط، من قبل الجميع في يوغوسلافيا الذين يتوقف على تعاونهم نجاح تلك الخطة؛

Deeply concerned that the United Nations peace-keeping plan for the Republic of Croatia (S/23280, annex III), and all relevant Security Council resolutions, in particular resolution 769 (1992), have not yet been fully implemented,
وإذ يساوره بالغ القلق ﻷن خطة اﻷمم المتحدة لحفظ السلم في جمهورية كرواتيا )S/23280، المرفق الثالث(، وجميع قرارات مجلس اﻷمن ذات الصلة، لا سيما القرار ٧٦٩ )١٩٩٢(، لم تنفذ بعد على الوجه الكامل،

7. Stresses the importance it attaches, as a first step towards the implementation of the United Nations peace-keeping plan for the Republic of Croatia, to the process of restoration of the authority of the Republic of Croatia in the " pink zones " , and in this context calls for the revival of the Joint Commission established under the chairmanship of UNPROFOR;
٧ - يؤكد اﻷهمية التي يوليها، كخطوة أولى نحو تنفيذ خطة اﻷمم المتحدة لحفظ السلم في جمهورية كرواتيا، لعملية إعادة سلطة جمهورية كرواتيا في " المناطق الوردية " ويدعو، في هذا السياق، الى تنشيط اللجنة المشتركة المنشأة تحت رئاسة قوة اﻷمم المتحدة للحماية؛

2. It will be recalled that in my report of 25 June 1993, I drew attention to the failure of the parties to permit implementation of the United Nations peace-keeping plan and to cooperate in establishing a political process which would offer the prospect of an early agreed settlement.
٢ - تجدر الاشارة إلى أنني وجهت الانتباه، في تقريري المؤرخ ٢٥ حزيران/يونيه ١٩٩٣، إلى عدم سماح الطرفين بتنفيذ خطة اﻷمم المتحدة لحفظ السلم وبالتعاون على إقامة عملية سياسية من شأنها أن توفر إمكانية الاتفاق على تسوية في وقت مبكر.

10. the United Nations peace-keeping plan approved by the Security Council in resolution 743 (1992), which remains the cornerstone of UNPROFOR's mandate, was agreed to by Croatia, the former Socialist Federal Republic of Yugoslavia, and by the Serb authorities in Knin.
١٠ - إن خطة اﻷمم المتحدة لحفظ السلم التي اعتمدها مجلس اﻷمن في القرار ٧٤٣ )١٩٩٢(، والتي تظل حجر الزاوية في ولاية قوة اﻷمم المتحدة للحماية، حظيت بموافقة كرواتيا، وجمهورية يوغوسلافيا الاتحادية الاشتراكية السابقة، والسلطات الصربية في كنين.

16. As the developments reported above indicate, various initiatives are under way which, with the cooperation of the parties, could pave the way for implementation of the United Nations peace-keeping plan (S/23280, annex III). Progress is slow and is quickly halted if one side attacks territory held by the other.
١٦ - كما يتضح من التطورات المذكورة أعلاه، يجري حاليا القيام بمبادرات مختلفة يمكن، بالتعاون من جانب اﻷطراف، أن تمهد الطريق لتنفيذ خطة اﻷمم المتحدة لحفظ السلم S/23280) ، المرفق الثالث(. والتقدم بطيء ويتوقف بسرعة إذا ما هاجم أحد الجانبين أراض يسيطر عليها الجانب اﻵخر.

" 1. Reaffirms its approval set out in resolution 724 (1991) of the United Nations peace-keeping plan contained in the report of the Secretary-General of 11 December 1991 (S/23280, annex III);
" ١ - يؤكد من جديد موافقته المبينة في القرار ٧٢٤ )١٩٩١( على خطة اﻷمم المتحدة لحفظ السلم الواردة في تقرير اﻷمين العام المؤرخ ١١ كانون اﻷول/ديسمبر ١٩٩١ )S/23280، المرفق الثالث(؛

" Convinced that the implementation of the United Nations peace-keeping plan (S/23280, annex III) will assist the Conference on Yugoslavia in reaching a peaceful political settlement,

Regarding the " pink zones " , the Security Council in its resolution 871 (1993) went on to stress " the importance it attaches, as a first step towards the implementation of the United Nations peace-keeping plan for the Republic of Croatia to the process of restoration of the authority of the Republic of Croatia in the'pink zones' " , and reiterated this in its resolution 908 (1994).

Report of the Secretary-General dated 16 August (S/26310) submitted pursuant to paragraph 2 of resolution 847 (1993), describing progress made towards the implementation of the United Nations peace-keeping plan for Croatia and all relevant Security Council resolutions, and recommending no reconsideration of UNPROFOR's mandate in Croatia.
تقرير اﻷمين العام المؤرخ ١٦ آب/أغسطس )S/26310( المقدم عملا بالفقرة ٢ من القرار ٨٤٧ )١٩٩٣(، مبينا التقدم المحرز نحو تنفيذ خطة اﻷمم المتحدة لحفظ السلم في كرواتيا وجميع قرارات مجلس اﻷمن ذات الصلة، موصيا بعدم اتخاذ أي إجراء ﻹعادة النظر في ولاية قوة اﻷمم المتحدة للحماية في كرواتيا.

Whether, and in what manner, progress in the implementation of the United Nations peace-keeping plan for Croatia can be achieved will be influenced by the outcome of current efforts for the implementation of Security Council resolutions 802 and 847.
وسيكون لما تتمخض عنه الجهود المبذولة حاليا من أجل تنفيذ قراري مجلس اﻷمن ٨٠٢ )١٩٩٣( و٨٤٧ )١٩٩٣( أثره سواء على إمكانية إحراز تقدم في تنفيذ خطة اﻷمم المتحدة لحفظ السلم في كرواتيا أو على الطريقة التي سيتم بها إحراز هذا التقدم.

" 10. Calls again upon the Yugoslav parties to cooperate fully with the Conference on Yugoslavia in its aim of reaching a political settlement consistent with the principles of the Conference on Security and Cooperation in Europe, and reaffirms that the United Nations peace-keeping plan and its implementation is in no way intended to prejudge the terms of a political settlement;
" ٠١ - يطلب مرة أخرى الى اﻷطراف اليوغوسلافية التعاون الكامل مع المؤتمر المعني بيوغوسلافيا في تحقيق هدفه الذي يرمي إلى التوصل إلى تسوية سياسية بما يتفق مع مبادئ مؤتمر اﻷمن والتعــاون في أوروبــا، ويؤكد من جديد أن خطة اﻷمم المتحدة لحفظ السلم وتنفيذها لا يقصد بهما بأي شكل من اﻷشكال استباق أي شروط لتسوية سياسية؛

4. Requests the Secretary-General to report no later than 20 January 1995 on progress towards implementation of the United Nations peace-keeping plan for the Republic of Croatia and all relevant Security Council resolutions, taking into account the position of the Croatian Government, and decides to reconsider UNPROFOR's mandate in the light of that report;
٤ - يطلب إلى اﻷمين أن يقدم، في أجل لا يتجاوز ٢٠ كانون الثاني/يناير ١٩٩٥، تقريرا عن التقدم المحرز نحو تنفيذ خطة اﻷمم المتحدة لحفظ السلم في جمهورية كرواتيا وجميع قرارات مجلس اﻷمن ذات الصلة، آخذا في الاعتبار موقف الحكومة الكرواتية، ويقرر أن يعيد النظر في ولاية قوة اﻷمم المتحدة للحماية في ضوء ذلك التقرير؛

1. By its resolution 847 (1993) of 30 June 1993, the Security Council decided to extend the mandate of the United Nations Protection Force (UNPROFOR) for an additional interim period terminating on 30 September 1993, and requested the Secretary-General to report after one month on progress towards implementation of the United Nations peace-keeping plan for Croatia and all relevant Security Council resolutions.
١ - قرر مجلس اﻷمن بقراره ٨٤٧ ١٩٩٣)( المؤرخ ٣٠ حزيران/يونيه ١٩٩٣، تمديد ولاية قوة اﻷمم المتحدة للحماية لفترة مؤقتة اضافية تنتهي في ٣٠ أيلول/سبتمبر ١٩٩٣، وطلب الى اﻷمين العام أن يقدم اليه بعد انقضاء شهر تقريرا عن التقدم المحرز في تنفيذ خطة اﻷمم المتحدة لحفظ السلم في كرواتيا وجميع قرارات مجلس اﻷمن ذات الصلة.
