1. At its second session, the Committee on Natural Resources noted with concern the slow pace of progress in the implementation of recommendations of the Mar del Plata Action Plan and Agenda 21.

An international code of conduct for water-sharing was provided for in the Mar del Plata Action Plan and, as the strategy paper of the Committee on Natural Resources suggests, an international code of water ethics is needed more urgently today than ever before as a guide to help countries in their efforts to reach bilateral and multilateral agreements.
