On the other hand, the guidelines relating to succession of States generally followed the 1978 Vienna Convention on Succession of States in respect of Treaties.

In addition in September 1992 the Supreme Council of Ukraine adopted a decree on the accession of Ukraine to the Vienna Convention on Succession of States in respect of treaties.
