Regarding the recruitment and indoctrination of children for the purposes of militant groups, the Special Rapporteur emphasizes the need to monitor State institutions such as orphanages, prisons or schools.

122. Child care agencies in southern Sudan have registered an increase in the number of sheltering institutions for children, which are normally called orphanages. Also, organizations, like Save the Children USA, have put the system of societal care for children without families to the test.
123- وقد سجلت وكالات حماية الأطفال في جنوب السودان زيادة في مؤسسات رعاية الأطفال الإيوائية التي تطلق على نفسها دور رعاية الأيتام وتقوم العديد من المنظمات غير الحكومية كجمعية إنقاذ الطفولة الأمريكية تقوم بتجريب الرعاية القائمة على المجتمع للأطفال الذين لا عائل لهم.

143. The situation of children in orphanages is monitored and evaluated through inspection and supervisory visits by the concerned authorities, human rights organizations and the Children's Parliament. Assessments are also carried out and awareness and training programmes are organized for the benefit of persons working with orphans in order to assist monitoring of the situation of children in these institutions.

They also show homes run jointly by the Government and NGOs and homes supported by the Ministry of Social Affairs and Labour and the Social Welfare Fund.
