If this information is not received in the State of export, the State of export or the exporter must so notify the State of import.

40- يتعين على دولة التصدير ألا تسمح للمولِّد أو للمصدِّر أن يبدأ النقل عبر الحدود إلى أن تتلقى تأكيدات خطية بأن:

10. " State of export " means a Party from which a transboundary movement of hazardous wastes or other wastes is planned to be initiated or is initiated;

If no such information is received within the State of export, the competent authority of the State of export or the exporter shall so notify the State of import.
