٤ - تطلب إلى جميع الدول اﻷطراف في البروتوكول أن تحضر المؤتمر السنوي اﻷول، وتلاحظ أن اﻷطراف قد تقرر، بموجب اﻷحكام التي سيتم اعتمادها طبقا للفقرة ٢ من المادة ٣١، دعوة ممثلي دول ليست أطرافا في البروتوكول باﻹضافة إلى لجنة الصليب اﻷحمر الدولية؛

4.
