VII. NON-PARTIES TO subregional or REGIONAL ORGANIZATIONS
سابعا - غير اﻷطراف في المنظمات أو الترتيبات دون الاقليمية أو الاقليمية

Once allocated a quota by the competent subregional or regional organization, States have a right to the exploitation of a share of that particular resource on the high seas.
فبعد قيام المنظمة دون الاقليمية أو الاقليمية المختصة بتوزيع الحصص، للدول الحق في استغلال حصتها من هذا المورد المعين في أعالي البحار.

Regional activities for the enhancement of subregional or joint action programmes may include, inter alia, measures to strengthen institutions and mechanisms for coordination and cooperation at the national, subregional and regional levels, and to promote the implementation of articles 16 to 19 of the Convention.
يجوز في اﻷنشطة الاقليمية المتعلقة بدعم برامج العمل دون الاقليمية أو المشتركة أن تشمل، في جملة أمور، تدابير ترمي الى تعزيز مؤسسات وآليات التنسيق والتعاون على الصﱡعد الوطني ودون الاقليمي والاقليمي، وإلى دعم تنفيذ المواد ١٦ إلى ١٩ من الاتفاقية.

VII. NON-PARTICIPANTS IN subregional or REGIONAL ORGANIZATIONS OR ARRANGEMENTS
سابعا - غير المشتركين في المنظمات أو الترتيبات دون الاقليمية أو الاقليمية

29. Trade among the LDCs, on the one hand, and that between LDCs and other developing countries within the same subregional or regional economic groupings, on the other hand, remains insignificant as a share of international trade.
٩٢- إن التجارة فيما بين أقل البلدان نمواً من ناحية، وبين هذه البلدان والبلدان النامية اﻷخرى داخل التجمعات الاقتصادية دون الاقليمية أو الاقليمية من ناحية أخرى لا تزال ضئيلة كنصيب من التجارة العالمية.

(c) Implementation of quotas and other control measures adopted in accordance with subregional or regional arrangements;
)ج( تنفيذ الحصص وتدابير المراقبة اﻷخرى المعتمدة وفقا للترتيبات دون الاقليمية أو الاقليمية؛

2. In preparing and implementing subregional or joint action programmes, the affected country Parties of the region shall, inter alia, as appropriate:

In the case of straddling stocks, both coastal States and other States fishing on the high seas in areas adjacent to the exclusive economic zone were expected to agree upon the necessary measures either directly or through subregional or regional organizations.
وفي حالة اﻷرصدة المتداخلة المناطق، كان متوقعا أن توافق الدول الساحلية والدول اﻷخرى التي تصيد في أعالي البحار في المناطق المتاخمة للمنطقة الاقتصادية الخالصة على ما يلزم اتخاذه من تدابير، إما مباشرة أو عن طريق المنظمات دون الاقليمية أو الاقليمية.

٨٢- ]التجارة فيما بين أقل البلدان نموا، من جهة، وبينها وبين البلدان النامية اﻷخرى داخل نفس التجمعات الاقتصادية دون الاقليمية أو الاقليمية، من جهة أخرى، غير ذات أهمية كحصة في التجارة الدولية.

1. Invites Governments to supplement the information contained in such reports by submitting in writing to the Permanent Secretariat the names and relevant information on additional organizations, whether national, subregional or regional for addition to such lists by 31 December 1997;
١- يدعو الحكومات إلى تعزيز المعلومات الواردة في ذينك التقريرين عن طريق موافاة اﻷمانة الدائمة خطيا بأسماء منظمات إضافية سواء الوطنية منها أو دون الاقليمية أو الاقليمية وما يتصل بها من معلومات لكي تضاف إلى تلك القوائم، وذلك في أجل لا يتجاوز ١٣ كانون اﻷول/ديسمبر ٧٩٩١؛

36. Where a State does not participate in the work carried out through subregional or regional fisheries management organization or arrangement, that State is not discharged from the obligation to cooperate in the conservation and management of the regulated stocks.
٣٦ - في حالة عدم اشتراك دولة ما في أعمال المنظمة دون الاقليمية أو الاقليمية أو الترتيب دون الاقليمي أو الاقليمي لادارة مصائد اﻷسماك، لا تعفى تلك الدولة من التزام التعاون في حفظ وإدارة الرصيد الخاضع للنظام.

1. Where the same stock or stocks of associated species occur within the exclusive economic zones of two or more coastal States, these States shall seek, either directly or through appropriate subregional or regional organizations, to agree upon the measures necessary to coordinate and ensure the conservation and development of such stocks without prejudice to the other provisions of this Part.
١ - عند وجود نفس الرصيد أو أرصدة من أنواع مترابطة داخل المناطق الاقتصادية الخالصة لدولتين ساحليتين أو أكثر، تسعى هذه الدول، إما مباشرة أو عن طريق المنظمات دون الاقليمية أو الاقليمية المناسبة، الى الاتفاق على التدابير اللازمة لتنسيق وضمان حفظ وتنمية هذه اﻷرصدة دون المساس باﻷحكام اﻷخرى من هذا الجزء.

7. Coastal States shall regularly inform States fishing on the high seas in the subregion or region, either directly or through appropriate subregional or regional fisheries management organizations or arrangements, or through other appropriate means, of the measures they have adopted for straddling fish stocks and highly migratory fish stocks within areas under their national jurisdiction.
٧ - تبلغ الدول الساحلية، بانتظام الدول التي تمارس الصيد في أعالي البحار في المنطقة دون اﻹقليمية أو المنطقة الاقليمية، إما مباشرة أو من خلال المنظمات أو الترتيبات المختصة دون الاقليمية أو اﻹقليمية ﻹدارة مصائد اﻷسماك، أو من خلال وسائل ملائمة أخرى، بالتدابير التي اعتمدتها بشأن اﻷرصدة السمكية المتداخلة المناطق واﻷرصدة السمكية الكثيرة الارتحال داخل المناطق الخاضعة لولايتها الوطنية.

7. Coastal States shall regularly inform States fishing on the high seas in the subregion or region, either directly or through appropriate subregional or regional fisheries management organizations or arrangements, or through other appropriate means, of the measures they have adopted for straddling fish stocks and highly migratory fish stocks within areas under their national jurisdiction.
٧ - تبلغ الدول الساحلية، بانتظام، الدول التي تمارس الصيد في أعالي البحار في المنطقة دون اﻹقليمية أو المنطقة الاقليمية، إما مباشرة أو من خلال المنظمات أو الترتيبات المختصة دون الاقليمية أو اﻹقليمية ﻹدارة مصائد اﻷسماك أو من خلال وسائل ملائمة أخرى، بالتدابير التي اعتمدتها بشأن اﻷرصدة السمكية المتداخلة المناطق واﻷرصدة السمكية الكثيرة الارتحال داخل المناطق الخاضعة لولايتها الوطنية.
