Mr. Despouy made it clear that disability is a human rights concern, in which the United Nations monitoring bodies should be involved.

Ambassador Despouy elaborated on the historical evolution of human rights and disability, with reference to the benchmark study he conducted on this issue in the late 1980s as Special Rapporteur on Disability and Human Rights of the Commission on Human Rights.
وأسهب السفير ديسبوي في الحديث عن التطور التاريخي لحقوق الإنسان والإعاقة مع إشارة إلى الدراسة الأساسية التي كان قد أجراها في هذه المسألة في أواخر الثمانينات بوصفه المقرر الخاص المعني بالإعاقة وحقوق الإنسان في لجنة حقوق الإنسان.
