This report is submitted pursuant to Commission on Human Rights resolution 1999/21 of 23 April 1999, in which the Commission requested the Secretary-General to bring the resolution to the attention of all Member States and seek their views and information on the implications and negative effects of unilateral coercive measures on their populations, and to submit a report thereon to the Commission on Human Rights at its fiftysixth session.

Calls upon the High Commissioner to convene an expert seminar to consider the human rights dimension of the TRIPS Agreement on the basis, inter alia, of the report of the High Commissioner on the impact of the TRIPS Agreement on human rights (E/CN.4/Sub.2/2001/13) and to report thereon to the Commission on Human Rights at its fifty-ninth session;
