50. On the topic " Protection of persons in the event of disasters " , she reiterated her delegation's view that in offering assistance, the will of the affected State must be respected, but that the affected State had both a right and a duty to assist its own population.

55. In her delegation's view, the question related to assistance to third States affected by the application of sanctions under Chapter VII of the Charter and the basic principles and criteria relating to peacekeeping operations were interesting and should be given further consideration.

However, she wished to state clearly her delegation's view that the use of “civilization” in that paragraph referred only to the selection of members of the sub-committee and in no way suggested that torture could be viewed differently through the lens of culture or “of different forms of civilization”, or that its use for the purposes of selection could affect the work of the sub-committee.
