In spite of your own efforts, Mr. Chairman, and those of the Chairman of Working Group I — Ambassador Valencia Rodríguez — and the Chairman of Working Group III — Ambassador Gambari — it was not possible to reach consensus on any substantive document on the items relating to nuclear disarmament and to the review of the Third Disarmament Decade.

However, there is a follow-up matter with regard to the election of the Chairman of Working Group I.
