My delegation welcomes the decision by the Syrian Arab Republic to allow the United Nations International Independent Investigation Commission to question its senior officials over the assassination of former Lebanese Prime Minister Rafik Hariri.
ويرحب وفدي بقرار الجمهورية العربية السورية بالسماح للجنة التحقيق المستقلة الدولية التابعة للأمم المتحدة بالتحقيق مع كبار المسؤولين فيها بشأن اغتيال رفيق الحريري، رئيس الوزراء اللبناني الأسبق.

The Special Tribunal shall have jurisdiction over persons responsible for the attack of 14 February 2005 resulting in the death of former Lebanese Prime Minister Rafiq Hariri and in the death or injury of other persons.
يكون للمحكمة الخاصة اختصاص على الأشخاص المسؤولين عن الهجوم الذي وقع في 14 شباط/فبراير 2005 وأدى إلى مقتل رئيس الوزراء اللبناني الأسبق رفيق الحريري وإلى مقتل أو إصابة أشخاص آخرين.

6. As the investigation into the assassination of former Lebanese Prime Minister Rafiq Hariri and 22 others on 14 February 2005 progresses, the Commission has increasingly been able to narrow the scope of the investigation by drawing more precise preliminary conclusions regarding the circumstances surrounding the crime while excluding certain previously held hypotheses.
6 - ومع تقدم التحقيق في اغتيال رئيس الوزراء اللبناني الأسبق رفيق الحريري و 22 شخصا آخرين في 14 شباط/فبراير 2005، استطاعت اللجنة أن تضيّق نطاق التحقيق باطراد عن طريق التوصل إلى استنتاجات أوّلية أدق بشأن الظروف المحيطة بالجريمة، وتستبعد في الوقت نفسه بعض الفرضيات التي طُرِحت سابقاً.

1. There is hereby established a Special Tribunal for Lebanon to prosecute persons responsible for the attack of 14 February 2005 resulting in the death of former Lebanese Prime Minister Rafiq Hariri and in the death or injury of other persons.
1 - تنشأ، بموجب هذا الاتفاق، محكمة خاصة للبنان لمقاضاة الأشخاص المسؤولين عن الهجوم الذي وقع في 14 شباط/فبراير 2005 وأدى إلى مقتل رئيس الوزراء اللبناني الأسبق رفيق الحريري وإلى مقتل أو إصابة أشخاص آخرين.

The report provides the Security Council with an overview of the progress made by the Commission since its previous report to the Council, dated 12 July 2007, in the investigation of the assassination of former Lebanese Prime Minister Rafiq Hariri and 22 others on 14 February 2005.
ويقدِّم التقرير إلى مجلس الأمن لمحة عامة عن التقدّم الذي أحرزته اللجنة منذ تقديم تقريرها السابق المؤرخ 12 تموز/يوليه 2007 إلى المجلس في إطار التحقيق في اغتيال رئيس الوزراء اللبناني الأسبق رفيق الحريري و 22 شخصاً آخرين في 14 شباط/فبراير 2005.

The present report outlines the progress made since 12 July 2007 in the investigation into the assassination of former Lebanese Prime Minister Rafiq Hariri as well as the technical assistance provided to the Lebanese authorities in their investigations into 18 other cases, notably the assassination of Member of Parliament Antoine Ghanem on 19 September 2007.
ويوجز هذا التقرير التقدم المحرز منذ 12 تموز/يوليه 2007 في التحقيق في اغتيال رئيس الوزراء اللبناني الأسبق رفيق الحريري وكذلك في المساعدة التقنية المقدّمة إلى السلطات اللبنانية في التحقيقات التي تجريها في 18 قضية أخرى، وخصوصا اغتيال أنطوان غانم النائب في مجلس النواب في 19 أيلول/سبتمبر 2007.

G. International Independent Investigation Commission 110. In its resolution 1595 (2005), the Security Council established an International Independent Investigation Commission to investigate the assassination of former Lebanese Prime Minister Rafiq Hariri on 14 February 2005.

The Special Tribunal for Lebanon has jurisdiction over persons responsible for the attack of 14 February 2005 resulting in the death of former Lebanese Prime Minister Rafiq Hariri and in the death or injury of other persons, as well as for related cases, on the basis of the criteria identified in article 1 of its Statute.
7 - تملك المحكمة الاختصاص فيما يتعلق بالأشخاص المسؤولين عن الاعتداء الذي وقع في 14 شباط/فبراير 2005 وأدى إلى مقتل رئيس الوزراء اللبناني الأسبق رفيق الحريري وإلى مقتل أو إصابة أشخاص آخرين، وفي قضايا أخرى ذات صلة وفقا للمعايير المنصوص عليها في المادة 1 من نظام المحكمة الأساسي.

4. The Security Council, by its resolution 1595 (2005), established an International Independent Investigation Commission to investigate the assassination of former Lebanese Prime Minister Rafiq Hariri on 14 February 2005.
4 - أنشأ مجلس الأمن، بموجب قراره 1595 (2005)، لجنة تحقيق دولية مستقلة للتحقيق في اغتيال رئيس الوزراء اللبناني الأسبق رفيق الحريري في 14 شباط/فبراير 2005.

The Tribunal was established pursuant to Security Council resolution 1757 (2007) to prosecute persons responsible for the attack of 14 February 2005 resulting in the death of former Lebanese Prime Minister Rafiq Hariri and in the death or injury of other persons and related cases.
وأُنشئت المحكمة عملاً بقرار مجلس الأمن 1757(2007) لمحاكمة الأشخاص المسؤولين عن الهجوم الذي وقع في 14 شباط/فبراير 2005 وأدى إلى مقتل رئيس الوزراء اللبناني الأسبق رفيق الحريري وإلى مقتل أو إصابة أشخاص آخرين، والقضايا الأخرى ذات الصلة.

The report details the progress made by the Commission, since its previous report dated 14 March 2006 (S/2006/161) in investigating the assassination of former Lebanese Prime Minister Rafik Hariri and 22 other victims, and in providing technical assistance to the Lebanese authorities in their investigation of the 14 other cases.
ويورد التقرير تفاصيل التقدم الذي أحرزته اللجنة منذ تقريرها السابق المؤرخ 14 آذار/مارس 2006 (S/2006/161) في التحقيق في اغتيال رئيس الوزراء اللبناني الأسبق رفيق الحريري و 22 ضحية أخرى، وفي توفير المساعدة الفنية للسلطات اللبنانية فيما تجريه من تحقيقات في 14 قضية أخرى.

2. In keeping with the methodology outlined in its previous report, the Commission has continued its systematic and standard-based approach to the investigation of the killing of former Lebanese Prime Minister Rafik Hariri and 22 others (Hariri investigation) and its provision of technical assistance to the Lebanese authorities in their investigation of the 14 other cases.
