2. At the 721st plenary meeting on 23 January 1996, the Conference on Disarmament appointed Ambassador Jaap Ramaker of the Netherlands as Chairman of the Ad Hoc Committee.

We expect that this level of commitment would be maintained by your successor, Ambassador Ramaker of the Netherlands, by dealing with the issue of expansion as a matter of urgency and major importance through his personal and interested engagement or, if he considers it more effective, by appointing a special coordinator on the issue of expansion.
