4. 8. Requests the United Nations High Commissioner for Human Rights to support cooperation between the Special Rapporteur and other rapporteurs, representatives, experts, members and chairpersons of working groups of the Commission and United Nations bodies, including human rights treaty bodies, that are relevant to the mandate of the Special Rapporteur;
8- تطلب إلى مفوض الأمم المتحدة السامي لحقوق الإنسان أن يساند التعاون بين المقرر الخاص وغيره من المقررين والممثلين والخبراء وأعضاء الأفرقة العاملة التابعة للجنة ورؤسائها ومع أجهزة الأمم المتحدة، بما فيها هيئات رصد الامتثال لمعاهدات حقوق الإنسان، التي تكون ذات صلة بولاية المقرر الخاص؛

71. The United Nations Information Service at the United Nations Office at Geneva (UNOG) bears a special responsibility for promoting human rights, given its close proximity to OHCHR and consequent involvement in the work of OHCHR, the Commission on Human Rights, the Sub-Commission on the Promotion and Protection of Human Rights and the majority of the sessions of the six human rights treaty bodies meeting in Geneva.
71- إن دائرة الأمم المتحدة لشؤون الإعلام في مكتب الأمم المتحدة بجنيف تتحمل مسؤولية خاصة عن تعزيز حقوق الإنسان، نظراً لما لهذه الدائرة من علاقة وثيقة بمفوضية الأمم المتحدة لحقوق الإنسان وما يترتب على ذلك من مشاركة في أعمال كل من مفوضية حقوق الإنسان ولجنة حقوق الإنسان واللجنة الفرعية لتعزيز وحماية حقوق الإنسان وغالبية دورات الهيئات الست التي تتولى رصد الامتثال لمعاهدات حقوق الإنسان وتجتمع في جنيف.

Among the national measures frequently called for by minority representatives were ratification of the main human rights instruments; a national review of policies and legislation relating to minorities to ensure their conformity with international standards; national implementation of human rights standards, including constitutional changes when required; and the implementation of the recommendations of human rights treaty bodies.
14- من التدابير الوطنية التي كثيراً ما يطالب بها ممثلو الأقليات المصادَقَةُ على أهم الصكوك الرئيسية الخاصة بحقوق الإنسان؛ واستعراض السياسات والتشريعات المتعلقة بالأقليات على الصعيد الوطني للتأكد من تقيدها بالمعايير الدولية؛ وتنفيذ معايير حقوق الإنسان على الصعيد الوطني، بما فيها التعديلات الدستورية كلما اقتضى الأمر؛ وتنفيذ توصيات الهيئات التي تتولى رصد الامتثال لمعاهدات حقوق الإنسان.

They should be seen in the context of other instruments and sources (such as the general comments adopted by the human rights treaty bodies) which offer guidance on measures that should be adopted to implement the human rights obligations accepted by States parties to the International Covenant on Economic, Social and Cultural Rights, particularly with regard to legal reform or the provision of adequate remedies.

106. The Working Group should recommend to the Sub-Commission that it invite the human rights treaty bodies to pay specific attention to the obligations contained in treaties, agreements and other constructive arrangements between States and indigenous peoples, as noncompliance with these obligations have negative effects with regard to the rights protected under international human rights instruments.
106- ينبغي للفريق العامل أن يوصي اللجنة الفرعية بأن تدعو الهيئات التي تتولى رصد الامتثال لمعاهدات حقوق الإنسان إلى إيلاء الاهتمام تحديداً للالتزامات الواردة في المعاهدات والاتفاقات وغيرها من الترتيبات البناءة بين الدول والشعوب الأصلية، حيث إن عدم الوفاء بهذه الالتزامات تترتب عليه آثار سلبية فيما يتعلق بالحقوق التي تحظى بالحماية بموجب الصكوك الدولية المتعلقة بحقوق الإنسان.

Cleaning up without observing international standards for a fair trial or the basic principles for the independence of the judiciary may, far from strengthening the judicial system, undermine it. The jurisprudence of the human rights treaty bodies, at both universal level (Human Rights Committee) and regional level (Inter-American Court of Human Rights), is also especially important in this area.
