In the light of the foregoing, the source submits that Mr. Palani's detention under ER 22 (in force until 30 August 2011) and the present Prevention of Terrorism (Surrendees care and Rehabilitation) Regulations is arbitrary being in violation of articles 9 and 14 of the ICCPR.
13- وفي ضوء ما جاء أعلاه، يدفع المصدر بأن احتجاز السيد بالاني بموجب اللائحة 22 (المعمول بها حتى 30 آب/أغسطس 2011) واللوائح الحالية المتعلقة بمنع الإرهاب (رعاية وإعادة تأهيل الأشخاص الذين يسلمون أنفسهم) إجراء تعسفي لكونه مخالفاً للمادتين 9 و14 من العهد الدولي الخاص بالحقوق المدنية والسياسية.

Jordan was grateful for the cooperative efforts of the United Nations Development Fund for Women to strengthen women's rights, and its Government was endeavouring to complete its ratification of amendments to the Penal Code in order to impose heavier penalties on those who perpetrated " crimes of honour " . It was also taking steps to establish and develop centres for the care and rehabilitation of victims of violence.

The Committee recommends that the State party increase its efforts to address the needs of children from dysfunctional families and take measures to minimize the psychological effect of such family situations, and strengthen care and rehabilitation programmes for children suffering from alcohol, tobacco, cannabis and other illicit substance addiction, depression and obesity.
51- توصي اللجنة الدولة الطرف بأن تضاعف جهودها لتلبية احتياجات أطفال الأسر المتصدّعة واتخاذ التدابير لتخفيف الآثار النفسية الناجمة عن مثل هذه الحالات التي تعاني منها الأسر، وتعزيز برامج رعاية وإعادة تأهيل الأطفال الذين يعانون من إدمان الكحول والتبغ والقنب الهندي وتعاطي المخدرات ومواد الإدمان الأخرى غير المشروعة والاكتئاب والبدانة.
