22. In the course of his visit to Afghanistan, the Islamic Republic of Iran and Pakistan, the United Nations High Commissioner for Refugees, Ruud Lubbers, met with the President of ISA in May, as well as the Taliban Foreign Minister, and proposed a six-month humanitarian ceasefire.
