On 29 October, the Minister for Foreign Affairs of France, Bernard Kouchner, representing the EU Presidency, the Secretary-General of the European Council, Javier Solana, and the European Commissioner, Olli Rehn, addressed a letter to the three members of the Bosnia and Herzegovina Presidency and the Prime Ministers of Bosnia and Herzegovina, the Federation of Bosnia and Herzegovina and the Republika Srpska.

These crimes have been referred to by many United Nations bodies and high officials, such as the United Nations Secretary-General, United Nations Security Council, the United Nations High Commissioner for Refugees, Ms. E. Rehn, Special Rapporteur, the United Nations Commission on Human Rights, along with some other governmental and non-governmental organizations.

Ms. Rehn stressed the importance of women's role in preventing conflict and building peace, drawing on her experience as an independent expert commissioned pursuant to Security Council resolution 1325 (2000) to study the impact of war on women and girls and the role of women in all aspects of peace processes.
