3. Article 6 of the NPT stipulates the obligations of each of the Parties to the Treaty to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament.

Article VI of the Treaty is clear concerning the achievement of nuclear disarmament, specifying that " Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control " .

The Congress of Brazil approved the country's accession to the Treaty on the understanding that effective measures would be taken with a view to the cessation of the nuclear arms race at an early date and the total elimination of nuclear weapons, as stated in the Legislative Decree that approved the Treaty in 1998.
