The Committee also notes that implementing such a proposal would mean utilizing resources due to Member States that have paid their assessed contributions in full to meet the financial obligations to the Organization of Member States that have not paid their assessed contributions (see also para. 5 above).

In this regard, the Committee reiterates the view that implementing such a proposal would mean utilizing resources due to Member States that have paid their assessed contributions in full to meet the financial obligations to the Organization of Member States that have not paid their assessed contributions (A/66/713, para. 11).

The consequences penalized both Member States that had paid their assessments in full and on time, and troop contributing countries forced to wait for reimbursement of the costs incurred.
