The draft resolution just adopted followed up on the report of the Secretary-General on the oil slick on Lebanese shores (A/65/278) of 11 August 2010, in which the Secretary-General had reiterated his deep concern about the adverse implications of the destruction by the Israeli Air Force of oil storage tanks in the vicinity of an electric power plant.

The investigation found that the IAF was not aware of the existence of the vegetable market, as the market's location had not been reported to the IDF in the past and thus was not marked as a " sensitive site " on IAF maps, which could have affected the planning of the air strike.
