1. The present report is being submitted in the context of actions taken by the Security Council regarding good offices, peacemaking and preventive diplomacy missions, on the basis of requests from Governments and/or recommendations of the Secretary-General.

It further emphasized that in the context of actions being undertaken, the international community and small island developing States should pursue, inter alia, improvement of the capacity of small island developing States to adequately respond and adapt to climate change, and improvement of capabilities for climate prediction (ibid.).

The present report is submitted in the context of action taken by the Security Council regarding good offices, preventive diplomacy and post-conflict peace-building missions, namely, the United Nations Tajikistan Office of Peace-building.

Most responding States indicated that under their law article 23 was applicable in the context of proceedings relating to the commission of any offence, as the purpose of obstructing justice in relation to a specific offence was not a required element of the offence of obstruction of justice.

2. The purpose of the present report is to seek additional funding for the biennium 2006-2007 for 27 special political missions in connection with actions taken or expected to be taken by the General Assembly and/or the Security Council on the basis of requests from Member States and/or recommendations of the Secretary-General.
2 - ويتمثل الغرض من هذا التقرير في التماس تمويل إضافي لفترة السنتين 2006-2007 لـ 27 بعثة سياسية خاصة في سياق الإجراءات المتخذة أو المنتظر اتخاذها من جانب الجمعية العامة و/أو مجلس الأمن بناء على طلب من الحكومات و/أو توصيات مقدمة من الأمين العام.

These reasons shall be placed in the record of the proceedings if they have not already been incorporated into the record during the course of the proceedings in accordance with article 64, paragraph 10, and rule 137, sub-rule 1.
2 - تبـدي الدائـرة وتسجل الأسباب التي أدت إلى اتخاذها لأي قرارات بشأن مسائل الأدلة، ما لم تكن هذه الأسباب واضحة بخلاف ذلك في سياق الإجراءات. طبقا للفقرة 10 من المادة 64، والقاعدة الفرعية 1 من القاعدة 137.

The Tribunal therefore considered that it could not allow a dispute brought before it by an application to be transformed in the course of proceedings into another dispute which is different in character.

8.2 As to the issue of the appointment of the High Court judge who heard the author's appeal to that Court, the Committee notes, on the basis of the information before it, that the issue of the lawfulness of such appointments was not raised before the domestic courts in the context of the proceedings that are pending before the Committee.
8-2 وبخصوص مسألة تعيين قاضي المحكمة العالية الذي نظر في طلب الاستئناف المقدم من صاحب البلاغ إلى المحكمة، فإن اللجنة تلاحظ، على أساس المعلومات المعروضة عليها، أن مسألة قانونية هذه التعيينات لم تُثر أمام المحاكم المحلية في سياق الإجراءات القضائية المطروحة أمام اللجنة.
