I. Introduction 1. At its fifty-ninth session (2007), the International Law Commission requested the Secretariat circulate to Governments a questionnaire, prepared by the Working Group on Shared Natural Resources, seeking information on State practice, in particular treaties or other arrangements existing regarding oil and gas.
