In that context, he emphasized the fundamental principles of the Mechanism under its terms of reference, namely, its transparent, efficient, non-intrusive, inclusive and impartial nature and the absence of any form of ranking.
وشدَّد في هذا السياق على ما يحتويه الإطار المرجعي للآلية من مبادئ أساسية، خصوصاً فيما يتعلق بشفافيتها ونجاعتها وطابعها غير التدخّلي وإشراكها للجميع ونزاهتها وعدم وجود أيِّ شكل من أشكال الترتيب التصنيفي فيها.

They reaffirmed that the guiding principles of the Mechanism, mainly its being transparent, efficient, non-intrusive, inclusive and impartial, and not producing any form of ranking, were also applicable to the delivery of technical assistance.

The Group reiterated that technical assistance is an integral component of the Review Mechanism and reaffirmed that the guiding principles and characteristics of the Review Mechanism, mainly its being transparent, efficient, non-intrusive, inclusive and impartial and not producing any form of ranking, also applied to the delivery of technical assistance.
34- وكرَّر الفريقُ التشديدَ على أنَّ المساعدة التقنية تشكّل جزءاً لا يتجزّأ من آلية الاستعراض، وأكَّد مجدّدا أنَّ المبادئ الإرشادية لآلية الاستعراض وخصائصها، لا سيّما ما تتَّسم به من شفافية وكفاءة وعدم تدخّل وشمول ونزاهة، وعدم إفضائها إلى أيّ شكل من أشكال الترتيب التصنيفي، هي مبادئ تنطبق أيضا على تقديم المساعدة التقنية.

The observer for Malaysia, speaking on behalf of the Group of 77 and China, and the observer for the Sudan, speaking on behalf of the Group of African States, stressed that any review mechanism should be a subsidiary body of the Conference and meet the criteria set out in Conference resolutions 1/1 and 2/1, namely, that it should be transparent, efficient, nonintrusive, inclusive and impartial and not produce any form of ranking.
وفي معرض ذلك، شدّد المراقب عن ماليزيا، متحدّثا باسم مجموعة الـ77 والصين، والمراقب عن السودان، متحدّثا باسم مجموعة الدول الأفريقية، على أنه ينبغي لأي آلية استعراض أن تكون هيئة فرعية تابعة للمؤتمر وأن تفي بالمعايير المبيّنة في قراري المؤتمر 1/1 و2/1، أي أن تكون شفّافة وفعّالة وغير تدخّلية وشاملة ومحايدة، وألا تفضي إلى أي شكل من أشكال الترتيب.

In the same resolution, the Conference underlined that any such review mechanism should: (a) be transparent, efficient, non-intrusive, inclusive and impartial; (b) not produce any form of ranking; (c) provide opportunities to share good practices and challenges; and (d) complement existing international and regional review mechanisms in order that the Conference might, as appropriate, cooperate with them and avoid duplication of effort.
وشدّد المؤتمر في القرار ذاته على ضرورة أن تتّسم أي آلية استعراض من هذا القبيل بما يلي: (أ) أن تكون شفافة وناجعة وغير اقتحامية وجامعة ومحايدة؛ و(ب) ألاّ تُفضي إلى أي شكل من أشكال الترتيب التصنيفي؛ و(ج) أن تتيح فرصا لتقاسم الممارسات الجيدة والتحديات القائمة؛ و(د) أن تكمّل آليات الاستعراض الدولية والإقليمية القائمة لكي يتسنّى للمؤتمر أن يتعاون معها، حسب الاقتضاء، ويتفادى ازدواج الجهود.
