أما القضاة العاملون فقد عُقِدت لهم أيضاً في السنوات الأخيرة حلقة تدريبية لمدة أسبوع بشأن حقوق الإنسان تتناول في جملة أمور مبادئ المحاكمة العادلة وحماية حقوق السجناء وتنفيذ المحاكم للمعاهدات التي صدقت عليها الجزائر ويتلقى العاملون في مصالح الأمن أيضاً تدريباً في مجال حقوق الإنسان.

It may be recalled that one of the particular duties of the Constitutional Council is to monitor that legislation conforms with the Constitution and the international agreements signed by Algeria, to censure any violation of the principle of the equality of citizens and to verify that legislation and regulations applied to foreign nationals are compatible with the Constitution and the international agreements ratified by Algeria.
وتجدر اﻹشارة إلى أن هذا المجلس مكلف خصوصا بمراقبة تماشي القوانين مع الدستور ومع الاتفاقيات الدولية التي وقعتها الجزائر، ومنع كل انتهاك لمبدإ المساواة بين المواطنين والتحقق من تماشي القواعد التشريعية والتنظيمية المطبقة على اﻷجانب مع الدستور ومع الاتفاقيات الدولية التي صدقت عليها الجزائر.

Although it imposed some restrictions on the exercise of public rights and freedoms, the state of emergency did not suspend the State's obligations to guarantee the exercise of the fundamental freedoms of the citizen embodied in the internal constitutional order and in the international conventions ratified by Algeria.
وحتى إن كانت حالة الطوارئ قد فرضت بعض القيود على ممارسة الحقوق والحريات العامة، فهي لم تعلق التزامات الدولة بضمان ممارسة المواطن لحرياته الأساسية المنصوص عليها في النظام الدستوري الداخلي وفي الاتفاقيات الدولية التي صدقت عليها الجزائر.

Although the state of emergency did impose some restrictions on the exercise of public rights and freedoms, it did not relieve the State of its obligation to guarantee the right to exercise the fundamental civil rights provided for in the existing domestic constitutional order and in the international agreements ratified by Algeria.

31. The entry into force of the United Nations Convention against Transnational Organized Crime, ratified by Algeria in October 2002, was a victory for the Organization and a landmark in mobilizing the international community against crime in its various forms.
31 - وبدء سريان اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية، التي صدقت عليها الجزائر في تشرين الأول/أكتوبر 2002، يمثل نصراً كبيراً للمنظمة، كما أنه يشكل تقدما ملحوظاً في مجال حشد المجتمع الدولي لمناهضة الجريمة من شتى نواحيها.

With respect to the relationship between the Algerian Constitution and the Convention, she said that, in accordance with legislation introduced in 1999 by the Constitutional Council, international instruments ratified by Algeria prevailed over domestic laws, and Algerian women were therefore entitled to cite the provisions of the Convention before national courts.

It should be recalled that the Council is responsible, inter alia, for monitoring the conformity of laws with the Constitution and with the international conventions signed by Algeria, for censuring any violation of the principle of equality of all citizens and for verifying that the laws and regulations applied to foreign nationals are compatible with the Convention and with the international conventions ratified by Algeria.
ومن الجدير بالذكر أن مهام المجلس تتمثل بصفة خاصة في مراقبة اتفاق القوانين مع الدستور ومع الاتفاقيات الدولية التي وقعتها الجزائر، ومنع أي انتهاك لمبدأ المساواة بين المواطنين، والتحقق من أن القواعد التشريعية والتنظيمية المطبقة على الرعايا الأجانب تتفق مع الدستور ومع الاتفاقيات الدولية التي صدقت عليها الجزائر.

This report was prepared by Algeria, a party to the Convention, in response to decisions 11/COP.1 (Rome 1997) and 5/COP.2 (Dakar 1998) concerning procedures for the communication of information and review of implementation of the United Nations Convention to Combat Desertification, which was ratified by Algeria in May 1996 and entered into force on 26 December 1996.
