" We intend to promote the early signing by nuclear-weapon States of the Protocol on Security Assurances against the use or threat of use of nuclear weapons against the States parties to the Treaty on a Nuclear-Weapon-Free Zone in Central Asia, in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
" ونعتزم تشجيع التوقيع المبكر للدول الحائزة للأسلحة النووية على البروتوكول المتعلق بالضمانات الأمنية بعدم استخدام الأسلحة النووية أو التهديد باستخدامها ضد الدول الأطراف في معاهدة إنشاء منطقة خالية من الأسلحة النووية في وسط آسيا، وفقا لمعاهدة عدم انتشار الأسلحة النووية.

This means, on the accountability front, that cases may be brought against State parties when there is a failure to respect or to protect the life of a journalist, or when there is impunity when a journalist has been killed.
