I noted that following the joint Armed Forces of the Democratic Republic of the Congo (FARDC)-Rwanda Defence Forces (RDF) operation against the Forces démocratiques de libération du Rwanda (FDLR) in North Kivu in January 2009, FDLR elements conducted reprisals against local civilian populations.
